RE: Preliminary Plat
Southdale Fourth Addition
Honorable Mayor and Members of City Council:
The Planning and Zoning Commission during its meeting on June 15, 1977,
considered the above preliminary plat. Discussion took place on the
matter that the eight lots are landlocked and do not have access to a
public street. To quote from the attached staff report:
"This subdivision conforms to the overall proposed layout
for the land owned by CM-Co. Land Builders Company and is
basically a portion of Southdale Third. ' Due to its .con
formity to the proposed plat, the preliminary plat must
be processed in the normal procedure. However, the sub-
division is landlocked with no access and no public util-
ities available to it. It is not anticipated that they
will be available in the immediate or foreseeable future.
What would be the future right-of-way of Jewel Drive for
access to the subdivision is owned by- the Ames Community
School District on the west and by two individuals on the
east. None of the owners have any interest in dedicating
right-of-way and putting in.the improvements."

Following the discussion, by a vote of 6-0 the Commission adopted the
following motion:
That we approve the preliminary plat contingent upon the
provision of improved access and utilities to the area,
and also upon meeting the normal engineering and techni-
cal requirements.

PRELIMINARY PLAT: Southdale Fourth Addition, S 77-12.
OWNER: CM-Co. Builders Land Company.
ENGINEER: Ames Engineering and Testing Company.
LOCATION: East of Southdale Third Addition and south of Jewel Drive extended.
SIZE AND NUMBER OF LOTS:
Total Area of Subdivision: 2.51 Acres.
Number of Lots: 8
Lot Size: . All lots satisfy the minimum lot .area requirement of the
R-2 district. I
ZONING AND LAND USE: Subject Property' - Vacant.
North - R-2, -Residential.
South - R-2, Vacant.
East - A-1, Vacant.
West - R-2, Proposed Residential.
NOTIFICATION: Standard notification procedures have been followed for this
subdivision.
FINDINGS AND CONCLUSIONS:
Proposed Plat: The preliminary plat conforms to the proposed plat.
Land Use Plan: The Ames Land Use Policy Plan Map designates this area for
ow density. residential development.
To o rah -and Draina e: The subdivision drains to the south into the creek,
which eventually flows to the flood plain to the southeast.
Public- Utilities: Sanitary sewer and water service are not available.
Transportation: Access to the preliminary plat would be by the extension of
existing Jewel Drive southward to this area. This approximate 300 feet
is vacant and no right-of-way exists, therefore, there is no existing
right-of-way to this subdivision.
School Population: The Ames Community School District has indicated that
there are no .problems with school overcrowding in this area.
COMMENTS: This subdivision conforms to the overall proposed layout for the
land owned by CM-Co. Land Builders Company and is basically a portion
of Southdale Third. Due to its conformity to the proposed plat, the
preliminary plat must- be processed in the normal procedure. However,
the subdivision is land locked with no access and no public utilities
available to it.- It is not anticipated that they will be available in

RECODMZENDATION: Due to its conformity with the proposed plat, it is the
recommendation of this department that the subdivision be approved;
however, this approval is to 'be contingent upon the provision of
improved. access and utilities to the area, and also upon meeting
the normal engineering and technical requirements.
