HomeMy WebLinkAboutA011 - Council Action Form dated September 28, 1999 v ITEM # DATE 09/28/99 COUNCIL ACTION FORM SUBJECT: RESOLUTION APPROVING THE FINAL PLAT OF THE 6T" ADDITION TO THE SOMERSET SUBDIVISION. ACTION FORM SUMMARY: The developer of the Somerset subdivision is requesting approval of the Final Plat of the 6" addition to the Somerset subdivision. This addition includes 18 Country House lots and 57 Village Cottage lots that will be combined into larger lots for the construction of Village Cottages. A review of this final plat by staff indicates that the subdivision meets the requirements of the subdivision regulations and the zoning change agreement. Staff is recommending that this Final Plat be approved. BACKGROUND: The applicant is requesting that the City approve the Final Plat of the 6tn addition to the Somerset subdivision. This addition proposes to create 17 Country House lots and 57 Village Cottage lots. This proposed addition is located along the easterly portion of the Somerset Subdivision and includes an extension of Somerset Drive north of Bristol Drive. ANALYSIS: The Country House lots range in size from approximately 7,000 square feet to as large as approximately 8,500 square feet. The Village Cottage lots are being proposed in a series of 10 foot wide lot slivers that enables the combination of these lots slivers into larger parcels that will provide for the construction of Village Cottages on lots that will range in size from 30' to 50' in width. Access to the Village Cottage lots are restricted to alley access, which is located between the Village Cottages and the Garden Apartment lots to the west of this addition, which have been recently approved. The Country House lots are zoned R1-6 and the Village Cottage lots are zoned R-2. All lots in Somerset are governed by the Agreement Pertaining to the Rezoning Subdivision Platting and Development of Land in the City of Ames Called Somerset Subdivision (Zoning Change Agreement). Staff has reviewed the Final Plat for the 6"Addition of Somerset and has determined that the Final Plat complies with the requirements of the subdivision regulations along with the Zoning Change Agreement. At the time of the approval of this Final Plat, none of the required subdivision improvements have been installed. These improvements include street, sidewalk, curb and gutter improvements, water and sewer infrastructure, storm sewer facilities, street lights, and all other required improvements. The responsibility to install these improvements is documented in a Public Improvement agreement that has been signed by the developer and is to be approved by the City Council as part of this Final Plat. The installation of these improvements is secured by a "Letter of Credit" in the amount of $368,000 to insure installation. ALTERNATIVES: 1. The City Council can approve the Final Plat of the 6th Addition to the Somerset subdivision. 2. The City Council can deny approval of the Final Plat of the 61h Addition to the Somerset subdivision. 3. The City Council can refer this request back to staff for additional information. MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alternative #1. This action will approve the Final Plat of the 61h Addition to the Somerset subdivision.
