RESOLUTION WAIVING CITY'S PURCHASING POLICY REQUIREMENT FOR
COMPETITIVE PROPOSALS AND AWARDING ENGINEERING SERVICES
AGREEMENT FOR RELOCATION OF 161KV ELECTRIC TRANSMISSION LINE
FOR THE CITY OF AMES
WHEREAS, the Iowa Department of Transportation (IDOT) is preparing to improve the
interchange at Interstate 35 (I-35) and U.S. Highway 30 (U.S. 30), and its project will require the
relocation of approximately one-half mile of Ames' 16lkV electric transmission line, which is
I ocated adjacent to the southeast portion of this interstate; and,
WHEREAS, the IDOT would like the Ames electric transmission line to be completely
relocated before the end of 2016,and to meet this deadline,the IDOT's right-of-way acquisition and
the City's engineering activities need to begin immediately; and,
WHEREAS,in order to meet this ambitious deadline,staff is requesting that the City Council
waive the City's purchasing policy for competitive proposals and approve the selection of Dewild
Grant Reckert(DGR) of Rock Rapids, Iowa, as the project engineer for this relocation work; and,
WHEREAS, DGR is familiar with the design and right-of-way needs for this line because
it performed the original design,conducted the permitting of the line, and assisted with the original
right-of-way acquisition; and,
WHEREAS, there are sufficient funds in the current CIP to fund the engineering for the
relocation project, as well as the construction phase for the advanced I-35/U.S. 30 interchange
project, which must be completed in 2016 .
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,
that waiver of the City's purchasing policy requirement for competitive proposals is hereby
approved,and award of an Engineering Services Agreement to Dewild Grant Reckert&Associates
Company of Rock Rapids,Iowa,on a time and materials basis,for an estimated total cost of$58,000
for the 161kV Electric Transmission Line relocation for the Iowa Department of Transportation is
hereby further approved.
ADOPTED THIS 12th day of April, 2016.
