JAN 2 0 Iqq7 a January 15, 1997 TO: Ames City Council Members Mayor Curtis City of Ames Ames, IA 50010 RE: Development Agreement; additional bike paths, turn lanes, extension of Stange Road for Somerset Subdivision Dear Members of the Council and Mayor Curtis; Since our final negotiations with the City Staff, two additional items have been requested by staff of the Somerset Developers: 1. A bike path linking the elementary school site and the middle school site (estimated cost $19,500.00) 2. Right turn lane at Aspen and G.W. Carver, Northridge Parkway and G.W. Carver, Northridge Parkway and Stange Road, and Northridge Parkway and 24th St. (estimated cost $25,000.00) Bike Path The Developers have included an 8' wide bike path north-south on Stange Road. This path will become part of the City bike path system. The bike path between both school sites is not part of the city system. We do not object to the path linkage but we feel the cost for this path ($19,500) should be paid by either the City of Ames or the Ames School Board. We believe the street and sidewalk linkage now shown in the C.D.P. and future walkways throughout the Garden Apartment and Townhouse areas are more than adequate for biking to the school sites. Turn Lanes The Developers feel the request for right turn lanes at intersections (previously listed) is not necessary in the near or distant future. Attached are figures 16,17,and 18 of the traffic study by Snyder& Associates. Future right lane counts by Snyder are projected to be low at these intersections. We feel if the City wants those right turn lanes included, it should be the city's expense. n e Road bike path 26 100 The Developers have agreed to pay the City for the Stag p ($ ), road and traffic signal improvements $117 000 and connection fees $48 659 . These costs g P ( ), � ) total $191,759. We feel these other improvement costs should be paid by the City or not incorporated into the design. Extension of Stange Road The Developers want included in the Development Agreement a time table for the connection of Stange Road from the North boundary of Somerset Subdivision to Bloomington Road. We would like this extension to be provided in the 5 year capital improvements budget currently proposed by City Staff. Several of our commercial clients are requesting this assurance as a part of their purchase agreement. We believe this action will assure better access and increased traffic for the business owners.
