Skunk River East First Industrial
Addition, located north of Lincoln
Way and east of the Skunk River.
Honorable Mayor and Council Members:
The Planning & Zoning Commission, during its regular meeting on January 9,
1980, considered the above request for approval of a CDP and adopted the
following motion by a vote of 4-0-1:
To recommend approval of this CDP as per staff recommendation.
I have attached for your review a copy of the staff report on this subject.

CONCEPTUAL DEVELOPMENT PLAN: Skunk River East 1st Industrial Addition

LOCATION: East of the Skunk River, north of Lincoln Way
SIZE AND NUMBER OF LOTS:
Total Area of Subdivision -- 12.904 acres
Number of Lots -- 4
Lot Size -- Vary in size from .66 acres to 5.55 acres
ZONING & LAND USE:
Subject Parcel -- G-I; construction equipment storage, bus yard
(also a building permit has been issued for
construction of a metal building)
North -- G-I ; vacant
South -- A-1; agricultural
East -- G-I ; bus yard and vacant land
West -- G-I; ready-mix concrete plant & gravel pit
FINDINGS:
Land Use Policy Plan
The ;Land Use Policy Plan designates this area as groenbelt. along the
floodway and industrial use on the rest of the property.
Public Utilities
Water -- 12" line located on the north side of Lincoln Way
Sanitary Sewer -- 36" line located on the south side of Lincoln Way and
proposed 8" line to cross -Lincoln Way to Lot 3.
Storm Sewer -- None
Other -- Gas & electric lines on north side of Lincoln Way
Vehicular Access
Access to Lots 2, 3, and 4 is to be provided from Lincoln Way by means
of common entry drive at the place where Lot 4 fronts on Lincoln Way.
Lot 1 is provided access from the Midwest Transportation property to the
east.-

Physical Characteristics
Vegetation -- Trees commonly found along the river, and grasses commonly
found in associated lowland areas.
Terrain -- Lowland area with a bank along the Skunk River.
Drainage -- Toward the Skunk River
Soils -- Spillville loam, sandy substratum, subject to flooding
and seasonally high water table.
Flooding -- About one-half of the property is within the floodway.
The rest of the property is within the 100-year floodplain.
ANALYSIS:
The Land Use Policy Plan has the intent and designates all stream
floodways for open/space greenbelt. " This proposed subdivision is
in conformance with the Land Use Policy Plan since, no buildings or
storage of materials will be permitted within the floodway zone.
At the present time, a building is under construction on Lot 3. Because
the building is in the floodplain, an elevation for It has been set by
the Iowa Natural Resources Council for protection from flooding. A site
plan has been submitted under the G-I regulations for this building and
a building permit has been issued.
The parcel shown as Lot 1 on the CDP has been purchased from the developer
by Midwest Transportation, Inc. The developer is submitting this CDP in
order to sell off the parcel shown as Lot 3. Chapter 409 of the State
Code requires the original owner of a parcel of `land who subdivides into
three or more parcels to submit a plat of such subdivision. ,
From the viewpoint of the Department, the Conceptual Development Plan
reflects a reasonable division of property.
RECOMMENDATION:
The Department of Community Development recommends this CDP be approved as
submitted.
