HomeMy WebLinkAbout~Master - Waiver of parking meter fees on Main Street and Burnett Avenue for Ames Main Street Farmers' Market RESOLUTION NO. 16-103 RESOLUTION APPROVING WAIVER OF PARKING METER FEES AND FEES FOR ELECTRICITY USAGE DURING AMES MAIN STREET FARMERS' MARKET FOR THE CITY OF AMES WHEREAS, the Ames Chamber of Commerce is planning to host the sixth annual Main Street Farmers'Market this summer,which will take place on the 300 and 400 blocks of Main Street and on Burnett Avenue from Main Street to the U.S. Bank drive-through; and, WHEREAS,the Market will operate on 24 Saturdays from May 7 through October 15 from 8:00 a.m. to 12:30 p.m.; and, WHEREAS,to facilitate set-up and tear-down, streets and parking spaces need to be closed from 5:00 a.m. to 1:30 p.m. each day; and, WHEREAS, Market organizers have requested that the meter fees be waived because the Market is a non-profit organization, and, in return, the City would be included as a sponsor on all Market advertising materials; and, WHEREAS,City staff notes that although the Market organization is non-profit,the vendors using the public space are primarily for-profit; and, WHEREAS,in 2014,the City Council waived 50%of the meter costs,which was$900 and, last year, the City Council waived all meter fees for this event; and, WHEREAS, City staff estimates that the waiver of meter costs will result in a maximum potential loss of$1,620 to the Parking Fund; and, WHEREAS, the use of electricity in Tom Evans Plaza, along Main Street, and on Burnett Avenue has also been requested,and organizers have asked for a waiver of the$1 per day fee for use of electricity; and, WHEREAS,it should be noted that while City staff supports the use of Tom Evans Plaza for entertainment and educational activities, staff does not support using this park space for regular Farmers' Market vendors. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that waiver of parking meter fees in the 300 and 400 blocks of Main Street and a portion of Burnett Avenue, along with waiver of the fee for use of electricity in Tom Evans Plaza, along Main Street, and a portion of Burnett Avenue,all to facilitate the Ames Main Street Farmers' Market are hereby approved.
