RESOLUTION APPROVING CONSULTING SERVICES CONTRACT FOR
LINCOLN WAY CORRIDOR PLAN
FOR THE CITY OF AMES
WHEREAS,the City Council prioritized for the Planning Division creation of a Lincoln Way
Corridor Plan as an opportunity to study how the City can meet the potentially competing interests
of select infill opportunities, maintaining core neighborhoods, mobility improvements, and street
scape enhancements; and,
WHEREAS,on October 27,2015,the Council directed staffto issue a Request for Proposals
(RFP) for a consultant to prepare a corridor plan for Lincoln Way to address these interests; and,
WHEREAS, the stated objectives in the RFP were for a plan that would create identity,
support multi-modal transportation, and revitalize properties with buildings and uses that support
the corridor's context and identity; and,
WHEREAS, staff highlighted that public outreach, infill development potential, economic
viability, and corridor enhancement were critical elements to meet the objectives for the corridor,
and a core element of the Plan was to have a broad assessment of the corridor and then have the City
Council choose five focus areas for refined planning and reinvestment options; and,
WHEREAS,the RFP specified that the consulting firm should have experience in urban and
architectural design,multi-modal transportation,right-of-way design and management,street scape
and right-of-way aesthetic design, and public engagement; and,
WHEREAS,the City Council has set aside$353,500 within the FY 15/16 Planning Services
program for activities related to the Land Use Policy Plan and City Council priority projects, and
staff estimated that the Lincoln Corridor project would be approximately$80,000 of the $353,500;
and,
WHEREAS, the RFP was issued to 29 firms with responses received from 7; and,
WHEREAS,the top three firms were invited for interviews, and it was determined that the
firm of Houseal Lavigne Associates,a planning firm that specializes in urban design,comprehensive
plans, and small area plans was the highest rated team; and,
WHEREAS, it is recommended that the Council approve a contract with Houseal Lavigne
and Associates of Chicago, Illinois, in the amount of$86,140.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,
that the contract with Houseal Lavigne Associates of Chicago,Illinois,in the amount of$86,140 for
consulting services for the Lincoln Way Corridor Plan is hereby approved.
