SUBJECT: Resolution Approving an. Amendment to the CDP/PUD f r Patio Homes
West
BACKGROUND:
H & F Builders has requested that the Conceptual Development Plan
(CDP)/Planned Unit Development (PUD) for Patio Homes West be revised. Their
intent, as part of this revision, is to create an area within Patio Homes West
that is designed for single-family detached homes. Currently, the PUD Plan
for the areas permits only zero-lot-line attached homes.
The area in question contains 12. 18 acres that is located north of Ontario
Street and approximately one-fourth mile west of North Dakota Avenue. (Refer
to vicinity map on CDP. )
The surrounding land use is composed of agricultural land, vacant land,
railroad right-of-way, and residential uses.
The proposed use of the land within the CDP includes 17 single-family detached
homes and 36 zero-lot-line homes that will be constructed as two-unit attached
dwellings.
Traffic circulation through the subdivision will be provided by Kentucky
Avenue for north/south movement and Kansas. Drive for east/west movement which
will intersect with the extension of Indiana Avenue into this subdivision.
All right-of-way is proposed to be 60 feet in width with the improved street
being 31 feet back-to-back.
Pedestrian access is provided through a series of mid-block crosswalks. These
pedestrian easements are designed to be 20 feet in width and enable a
pedestrian to move through the subdivision in an east/west direction. These
pedestrian walkways should be located so as to allow for uninterrupted
movement through this subdivision and adequately align with the pedestrian
walkways provided for in the Patio Homes West First Addition.
A six-inch water main is proposed as well as an eight-inch sanitary sewer.
Storm water will be collected in a series of mains ranging in size from ten
inches to 18 inches. (See attached CDP/PUD. )
The landscaping plan for the PUD portion of the subdivision is as follows:
Minimum. to be provide per lot:
1. Three (3) overstory trees - 1 1/2 caliper
2. Two (2) understory trees - five (5) feet tall
3. Ten (10) shrubs - 18 inches to 24 inches tall
4. One (1) _coniferous tree - six feet tall
5. Five (5) coniferous shrubs - two (2) foot spread.

The developer is proposing to install one overstory tree per lot in the area
zoned R1-6. This is not a condition of approval of this CDP. (See attached
building and landscape plan for review. )
The Development Review Committee has reviewed this CDP/PUD and has recommended
that the CDP/PUD be approved.
The Planning and Zoning Commission recommended that the City Council approve
this CDP/PUD with the following stipulations.
1. A 20-foot walkway easement be provided between Lots 13 and 14 of the
Patio Homes West Planned Unit Development;
2. The landscape plan as set forth by the developer for the PUD portion
of the subdivision shall become the minimum landscape guidelines per
lot within the PUD.
Further, the staff recommends that the Administrative Plat for the Patio Home-s
West Subdivision contain pedestrian walkway easements which adequately link to
the walkway easements for the Patio Homes West Subdivision to the east.
ALTERNATIVES:
1. The City Council can approve the CDP/PUD Plan as submitted with the
stipulations set forth by the Planning and Zoning Commission and the .
recommendation made by the staff concerning pedestrian walkway easements.
This approval is conditioned upon the approval of the rezoning request
and the rezoning becoming effective.
2. The City Council can deny approval of the CDP/PUD.
3. The City Council can approve the CDP/PUD with modifications as the
Council feels are necessary to protect the public interest.
4. The City Council can refer the request back to the Planning and Zoning
Commission.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt
Alternative 1. This action will approve the CDP/PUD with the stipulations as
set forth after the rezoning, as requested, has been approved by the Council
and has become effective. This action should be taken only if the City
Council has previously approved of the rezoning and has set the date for
public hearing. If the date for public hearing on the rezoning is not set,
the City Council should adopt Alternative 4.
