No one could have imagined 20 years ago the changes that have taken place in the area of Oakwood and Elwood but we now find ourselves bound by a 20-year- old ruling which the city has selectively changed in bits and pieces over the years. Accesses have been added, and now we are at the point of being the last develop- ment between Highway 30 on the north and Oakwood Road on the south.Our front- age is approximately equal to the total frontage of other construction along Elwood drive south of Highway 30. We, too, now need a proper access to our area to make our development an attractive and workable addition to the city. It appears to us that a separate drive well apart from other entrances would actually improve the traffic flow in the area. In answer to the letter you have received from city staff, we DID ask for our own access to our development as evidenced by the Fox Engineering drawings pre- sented with our preliminary plan. The city refused to consider this plan, directing us instead to the joint access with Southgate Square. To say the least, the owners of Southgate Square are reluctant neighbors. City staff insists that cross easements be signed and Southgate Square owners cannot come to an agreement on the proposed easement.Since last October, many meetings have been held with and without city staff, and as of yet we nave no signed easements, despite an incredible load of baggage added as conditions for signing. We have been effectively barred from our property and prohibited from orderly development. We are to receive no building permit without a signed easement, yet the city, who is a party to this easement, gives no assistance in its progress, We know of no other development of this size being denied proper and independent access, so we are asking now that the council permit this hange to a full access drive as we have requested. i el e e Sevde AGENT FOR norkhAmericanm VAN UINES
