SUBJECT: Disapproval of Final Plat of Third Addition to Northridge
Parkway Subdivision.
BACKGROUND:
The owners of the property north of Ridgetop Road and west of
Northridge Parkway have submitted a Final Plat of Third Addition to
Northridge Parkway Subdivision for the City of Ames approval.
City staff had requested that maintenance responsibilities for construction
and reconstruction of landscaping, parking, sprinkler system, and kiosk
be transferred to the Northridge Parkway Subdivision Homeowners Associ-
ation. Originally, this request was made immediately after the First
Addition of Northridge Parkway Subdivision Final Plat was approved. The
request was made again during the time the Second Addition to Northridge
Parkway Subdivision was being platted. City staff made the request
again, emphasizing that the Final Plat of Third Addition to Northridge
Parkway Subdivision would not be approved until the owners of Northridge
Parkway Subdivision had completed the transfer of the maintenance respon-
sibilities to the homeowners' association of Northridge Parkway Subdivision.
The owners of Northridge Parkway Subdivision have executed and recorded
an agreement that transfers the maintenance responsibilities for construc-
tion and reconstruction of landscaping, parking, sprinkler system, and
kiosk to Northridge Parkway Subdivision Homeowners Association.
In part of the agreement, however, it states: "WHEREAS, the City of
Ames, Iowa has granted to Developers the right to use the following
described real estate:
The Northridge Parkway Island Boulevard area between County Road
R-50 and the proposed intersection with Northridge and Southridge
Circles.
The Island in the Cul-de-sacs of any Circles in the Northridge
Parkway Subdivision,
for the construction and reconstruction of landscaping, parking, sprinkler
systems, and kiosk, and ."
The City of Ames has not approved the construction of parking spaces in
the center islands of Rosewood Circle, Maplewood Circle, or Greenwood
Circle. The owners of Northridge Parkway Subdivision constructed the
parking spaces in the center islands of Rosewood Circle, Maplewood Circle,
and Greenwood Circle with full knowledge that City staff objected to the
construction of parking spaces in the center islands of these cul-de-sac

streets. The developers of Northridge Parkway Subdivision decided that
due to the lateness of the construction season they could not wait for a
City Council decision regarding the construction of parking spaces in the
center islands of Rosewood Circle, Maplewood Circle, and Greenwood
Circle. Rather, they elected to proceed with construction and assume the
risk of Council's not giving its approval at the time of final plat approval.
The owners of Northridge Parkway Subdivision requested the City of Ames'
permission to use parking spaces in the center islands of cul-de-sacs on
November 1, 1990. This request was referred to the Planning and Zoning
Commission. The Planning and Zoning Commission discussed the need to
establish a policy regarding allowing parking in cul-de-sac islands on
December 5, 1990. After discussion, the Planning and Zoning Commission
choose not to make any recommendation to City Council regarding allowing
parking in cul-de-sac islands. The issue of parking in cul-de-sac islands
has also been placed on the City Council agenda for December 11, 1990.
ALTERNATIVES
1. Disapprove the Final Plat of Third Addition to Northridge Parkway
Subdivision until the issue of the parking spaces in cul-de-sac
islands is settled.
2. Allow the parking spaces in the cul-de-sac islands and approve the
Final Plat of Third Addition of Northridge Parkway Subdivision.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alter-
native number 1 above, thereby disapproving the Final Plat of Third
Addition to Northridge Parkway Subdivision until the issue of the parking
spaces in cul-de-sac islands is settled.
