RESOLUTION APPROVING HATCH DEVELOPMENT GROUP (HDG)AS
PREFERRED CONSULTANT/DEVELOPER IN CONNECTION
WITH CDBG DISASTER APPLICATION
FOR CITY-OWNED PROPERTIES IN 500 BLOCK OF 6TH STREET
FOR THE CITY OF AMES,IOWA
WHEREAS,the City was recently notified that the Iowa Economic Development Authority
(IEDA)announced a new funding opportunity as part of the distribution of Community Development
Block Grant Disaster Recovery(CDBG-DR) activities; and,
WHEREAS,this program is independent of our annual CDBG entitlement funding and stems
from the presidentially declared 2008 Iowa floods; and,
WHEREAS, this is a state-wide competitive grant program for CDBG entitlement
communities for the purpose of creating new affordable multi-family rental housing units; and,
WHEREAS,the projects can be new construction or rehabilitation/conversion projects;and,
WHEREAS, the program requirements have a heavy emphasis on"shovel ready"projects
with Green Building and Sustainability features known as "Green Street Design," as well as other
IEDA requirements; and,
WHEREAS, applications are due to the IEDA by September 2, 2014, for Round 6 funding
eligibility; and,
WHEREAS, as part of the 2014-15 CDBG Annual Action Plan, staff has recently secured
three parcels of land(formerly the Ames Community Pre-school property)within the 500 block of
Sixth Street, and these three properties together total approximately 0.63 acres; and,
WHEREAS, this unexpected grant program opportunity offers a unique chance to support
the redevelopment of this land into multi-family affordable housing; and,
WHEREAS, although time is very short to pursue this opportunity, staff felt it was worth
requesting a Statement of Qualifications (SQ)to determine if a suitable partner could be identified
to assist City staff in preparing and submitting a grant application for development of an affordable
housing project on the 6t' Street properties; and,
WHEREAS,Responses to this request for SQ's were due on August 15,2014,and two SQs
were received: Benjamin Design Collaborative/Story County Community Housing Corporation
(BDC+SCCHC) and Hatch Development Group (HDG); and,
WHEREAS, staff reviewed the proposals and found that both have experience designing
multi-family developments; and,
WHEREAS, BDC+SCCHC described experience with a mix of affordable housing and
market rate projects,principally apartment buildings, and HDG emphasized a variety of affordable
housing development projects from the past five years,including,apartments,single-family homes,
and townhomes; and,
WHEREAS,the HDG SQ is distinguished from BDC+SCCHC with its experience in grant
writing and direct funding through the CDBG-DR grant program for Cedar Rapids in Round 5;
furthermore,HDG has additional experience with regular CDBG,HOME,Federal 1602 funds,and
Section 42 Low-Income Tax Credit Program, and this group also has experience with Iowa Green
Streets standards, which is a requirement of this grant.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,
that the selection of Hatch Development Group as the preferred consultant/developer to prepare a
CDBG-DR grant application for the re-development of the City-owned property at 519-521,525,and
601 6th Street is hereby approved.
