COUNCIL ACTION FORM
SUBJECT:
Resolution Approving the Request to Waive Sidewalks as a Plat Improve-
ment in Sondrol's Third Addition and H & B Subdivision.
BACKGROUND:
The owners of Sondrol's Third Addition and the H & B Subdivision have
requested that the requirement for sidewalks as part of subdividing land
be waived by the City Council.
ANALYSIS:
Sondrol's Third Addition is a small seven lot subdivision located in the
eastern portion of the City north of Lincoln Way. The entire Sondrol
Subdivision is made up of 20 lots. To date no sidewalks have been
constructed in previous additions to this subdivision.
The entire subdivision has been developed with a long cul-de-sac street
design so that the street serves as a local private access street.
The subdivision has developed as a low-intensity, warehouse and construc-
tion activity area. Little pedestrian movement is anticipated. Because of
these circumstances, a waiver of the sidewalk requirement is justified.
The H & B Subdivision is a four lot subdivision that is located in the
eastern portion of the City along Lincoln Way. The access to these lots is
from Lincoln Way via narrow strips of frontage.
Although no sidewalks have been constructed along Lincoln Way, the fact
that this street serves as a high-volume, higher speed arterial, necessi-
tates that pedestrian and vehicular traffic be separated.
Since the nature of the H & B Subdivision is one that will not generate a
great deal of pedestrian traffic, the waiver of the sidewalk requirement is
justified with the following stipulation:
1. The developers of the H & B Subdivision file a "Waiver of
Rights to Appeal Assessments" as part of the approval of the
Final Plat.
Maps illustrating these subdivisions are attached to this Action Form.

ALTERNATIVES:
1. The City Council can approve of the requests to waive sidewalks as
a plat improvement in Sondrol's Third Addition and in H & B Subdi-
vision.
2. The City Council can approve of the requests to waive sidewalks as
a plat improvement in Sondrol's Third Addition and in H & B Subdi-
vision with the following stipulation:
a. The developers of the H & B Subdivision file a "Waiver of
Rights to Appeal Assessments" as part of the approval of the
Final Plat.
3. The City Council can deny approval of the requests to waive side-
walks as a plat improvement in Sondrol's Third Addition and in
H & B Subdivision.
4. The City Council can refer this request back to staff for further
review.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt
Alternative #2. This will approve of the request to waive sidewalks in
Sondrol's Third Addition and H & B Subdivision with the stipulation as
stated in this Action Form.
