HomeMy WebLinkAbout~Master - Blanket authorization for Housing Coordinator to negotiate sale of properties in connection with CDBG Program RESOLUTION NO. 14-375 RESOLUTION APPROVING BLANKET AUTHORIZATION FOR HOUSING COORDINATOR TO NEGOTIATE SALE OF PROPERTIES,AND TO NEGOTIATE AND PURCHASE PROPERTIES IN CONNECTION WITH COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR THE CITY OF AMES, IOWA WHEREAS, the City's Housing Coordinator has been designated as the administrator of the City's Community Development Block Grant(CDBG)Program,and,annually,the City Council approves various Action Plan Projects to address housing and community development needs in the community; and, WHEREAS,two examples of programs which have been implemented on an ongoing basis are the Acquisition/Reuse and Homebuyer Assistance Programs; and, WHEREAS,under these programs,the City seeks to acquire,demolish/remove, and/or provide minor repairs to single-family properties and/or lots for reuse as affordable housing; and, WHEREAS, also included is assisting first-time home buyers with down payment assistance to purchase existing properties or to buy properties purchased by the City that are for sale; and, WHEREAS, in order to implement these programs in an efficient manner, the Housing Coordinator needs authorization, after consultation with the City Attorney as needed,to negotiate terms of sale of properties,and to negotiate and make purchase offers on properties that would meet the overall program objectives; and, WHEREAS,it should be emphasized that final action to sell these properties will still need to be authorized by the City Council; and, WHEREAS, this designation is needed because more and more of the attorneys representing parties wishing to purchase property from the City want to make sure the person with whom they are negotiating has the authority to make an offer. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,that blanket authorization for the Housing Coordinator, after consultation with the City Attorney as needed, to negotiate terms of sale of properties, and to negotiate and purchase properties that meet the overall program objectives in connection with the Community Development Block Grant Programs is hereby approved.
