HomeMy WebLinkAbout~Master - Proposed 2014-15 Annual Action Plan Program Projects RESOLUTION NO. 14-289 RESOLUTION APPROVING PROPOSED 2014-15 ANNUAL ACTION PLAN PROJECTS FOR CDBG PROGRAM FOR THE CITY OF AMES,IOWA WHEREAS, On May 12, 2014, the City Council held a public forum to gather input regarding possible projects for consideration in the 2014-15 Community Development Block Grant (CDBG)Annual Action Plan; and, WHEREAS, a total of 26 persons attended, which was the same number as in 2013, and participants included individuals representing AMOS, Story County Community Housing Corporation, Emergency Residence Project, Mainstream Living, Inc., ISU, ACCESS, Home for A While,Community Housing Initiatives,and Saint Thomas Aquinas Church,as well as eight citizens and one student; and, WHEREAS, the forum consisted of small break-out groups, and City Council members facilitated the discussions; and, WHEREAS,the small group discussions were then reconvened into a large group, and each group shared their project ideas for consideration; and, WHEREAS,the overall discussion themes centered on the program areas of Housing,Public Facilities, and Public Service, and in the project activities areas of assistance to low-income renter households, first-time homebuyers and existing home owners; assistance to property owners and developers; assistance to non-profit agencies; acquisition, rehabilitation, and development of transitional and affordable housing;and,expansion of public facilities for non-profit organizations; and, WHEREAS, for a number of the suggested project activities, however, more detailed information would need to be gathered to determine the feasibility, capacity, experience, and sustainability of the entity that would utilize the funding; the overall low- and moderate-income benefit of the project activities; and, the timeliness for completion of the activity; and, WHEREAS, information provided by the Department of Housing and Urban Development (HUD) in the Consolidated Plan template taken from its 2006-12 Comprehensive Housing Affordability Strategy (CHAS) data for the City of Ames, in the 2008-12 American Community Survey(ASC)data,and in feedback from the 2013 Analysis of Impediments to Fair Housing Choice Study(AIS), for the City all suggest that the needs and challenges for the community center around the"lack of available,decent rental units in affordable price ranges"and"cost of housing"for both renters and home buyers; and, WHEREAS, the City's 2014-15 CDBG allocation is $488,278, of which $97,656 may be used for administration, leaving$390,622 available for programming; and, WHEREAS,staff is anticipating a 2013-14 rollover balance of approximately$450,000,and anticipated program income for 2014-15 of approximately$381,251 (of which 20%, $76,250, can be used towards administration); and, WHEREAS,this allows for a total anticipated budget of$1,145,623 for prof ect activities and $173,906 for program administration, for a grand total of$1,319,528; and, WHEREAS, of this amount,based on past timeliness ratios, approximately$300,000 plus the$381,251 of program income for a total of$681,251 will need to be spent by April 25,2015,in order to meet the May 2, 2015, timeliness test; and, WHEREAS,HUD approval of the City's proposed 2014-15 project activities is expected by October 2014, which leaves seven to eight months to accomplish the projects; and, WHEREAS,after taking into consideration the public forum suggestions and the data sources identified above, staff recommends that the following project activities be considered for FY 2014- 15 in the following implementation sequence: Acquisition/Reuse Program, Operations & Repair, Housing Improvement Rehabilitation,Homebuyer Assistance,and Deposit and First Month's Rent Assistance and Public Facilities Improvements. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the proposed 2014-15 Annual Action Plan Program Projects in connection with the City's Community Development Block Grant Program are hereby approved, and staff is authorized to prepare the Action Plan document for the 30-day public comment period.
