RESOLUTION APPROVING TIME EXTENSION FOR SUBMITTAL OF
2014-19 CDBG FIVE-YEAR CONSOLIDATED PLAN AND ACTION PLAN
FOR THE CITY OF AMES,IOWA
WHEREAS, at the January 28 City Council meeting, staff presented an overview of the
City's Community Development Block Grant(CDBG)program and a time line of steps needed to
prepare the submittal of the City's 2014-19 Five-Year Consolidated Plan to the Department of
Housing and Urban Development(HUD); and,
WHEREAS, the Consolidated Plan is designed to help local jurisdictions assess their
affordable housing and community development needs and market conditions, and to make data-
driven,place-based investment decisions; and,
WHEREAS, the Consolidated Plan is the overall CDBG planning document that contains
the following components: Strategic Plan, Annual Action Plan, and Consolidated Annual
Performance and Evaluation Report(CAPER); and,
WHEREAS,the Strategic Plan identifies goals and priorities,and addresses the general needs
of low- and moderate-income persons and of non-low- and moderate-income persons for housing,
jobs, and services for a three- or five-year period, and it requires detailed background information
on the community; and,
WHEREAS, the Annual Action Plan outlines specific program activities that will be
undertaken to address or meet the goals and priorities established in the Strategic Plan; and,
WHEREAS, the Strategic and Action Plans both require a 30-day commitment period to
allow for citizen input on the goals and objectives for the utilization of the funds; and,
WHEREAS,each year,City staff hosts public forums inviting the public to provide feedback
on the Annual Action Plan, and every five years, the public has opportunity to give input for the
Consolidated Plan; and,
WHEREAS, based on City Council feedback during the recent CDBG discussion, staff is
proposing that a public forum workshop be held with the City Council and interested community
members on March 18, 2014; and,
WHEREAS,to accommodate holding this public forum a month after the original proposed
time line date of February 2014,it will be necessary to request a time extension from HUD to submit
the Plans after the May 17, 2014, deadline; and,
WHEREAS, staff has been in communication with HUD regarding this request, and it has
indicated that an extension should not be problematic; and,
WHEREAS, the one major caveat in moving the date of the public forum to March 18 and
requesting a time extension to submit the Plans to HUD is that the filing extension will not extend
the City's time frame for spending its CDBG fund balance; and,
WHEREAS, with the City's fiscal year ending on June 30 each year, enough CDBG funds
must be expended on eligible activities by April 28, 2015, so that the CDBG fund balance is less
than one and one-half times the annual entitlement;otherwise,HUD can place the City on probation
and withhold the City's 2015/16 grant funds.
NOW,THEREFORE,BE IT RESOLVED,by the City Council ofthe City of Ames,Iowa,that
the Community Development Block Grant public forum workshop is hereby set for March 18,2014,
and a request for a time extension to submit the Consolidated Plan and Annual Action Plan to the
Department of Housing and Urban Development by July 31, 2014, is hereby authorized.
