COUNCIL ACTION FORM
SUBJECT: RESOLUTION APPROVING THE FINAL PLAT OF DOOLITTLE
SUBDIVISION (EAST 13T" STREET).
ACTION FORM SUMMARY: The applicant, Doolittle Oil Company, Inc., is requesting the
approval of a two-lot minor subdivision on property located along East 13th Street, east of
Dayton Avenue, near the Sauer-Sundstrand complex. Additionally, the applicant is
requesting that the City Council waive the sidewalk requirement.
Staff has reviewed this subdivision and is recommending that the plat be approved and
that sidewalks be waived.
BACKGROUND:
Doolittle Oil Company, Inc. is requesting that the City approve a two-lot subdivision of
property located along East 13th Street, east of the intersection of 13th Street and Dayton
Avenue near the Sauer-Sundstrand complex. In addition, the applicant is requesting that
the requirement to install sidewalks as provided for in Section 23.403(14) of the Municipal
Code be waived.
The property is currently zoned "G-I" (General Industrial), and the proposed lots are 2.27
and 1.99 acres in size. The proposed lots meet the zoning requirements of the City.
Staff has reviewed this proposed minor subdivision and determined that the existing water,
sanitary sewer, storm drainage system, and electrical facilities have sufficient capacity to
support the potential land use that could occur on the proposed lots.
ANALYSIS:
Access restriction from 13th Street already exist such that access to proposed Lot 1 will be
provided from an access easement across Parcel E that is immediately east and adjacent
to Lot 1. Access to Lot 2 will be provided by an existing joint driveway along the westerly
30 feet of proposed Lot 2.
Based on the potential use of these two lots, staff has indicated that a water main
easement should be provided to the City for the extension of a water main for domestic
and fire prevention purposes. Doolittle Oil Company, Inc. has consented to provide this
easement as part of the approval of this subdivision.

With respect to the request to waive the sidewalk requirement, staff believes that the
location of the two lots that are proposed along East 13" Street are such that the
installation of sidewalks would be unreasonable. Although the staff believes that sidewalks
an important component of the transportation network of the City, sidewalks as part of this
subdivision would serve no real purpose. The rationale for this position is as follows:
➢ This segment of East 13th Street is relatively near the on and off ramp of 1-35. As a
result, the volumes and speed of vehicular traffic is very high. This street environment
is not greatly conducive to pedestrian movement.
➢ The nature of the land uses along this segment of East 13th Street are very much
vehicular in their orientation. The land division pattern has resulted in rather large lots
with a combination of commercial and industrial buildings being located on these lots
a significant distance back from the 13th Street right-of-way. This development pattern
further emphasizes the dependence on vehicular movement.
➢ There is a degree of pedestrian movement from the Saur-Sundstrand and 3-M complex
to the restaurants and eating facilities on the north side of 131h Street. The installation
of sidewalks as part of this subdivision would not provide a walkway that would be
affective for pedestrians from Saur-Sundstrand and 3-M to the restaurants that they
walk to.
Staff is recommending that this Final Plat be approved and the sidewalks be waived.
ALTERNATIVES:
1. The City Council can approve the Final Plat for Doolittle Subdivision to the City of
Ames and waive the requirement for the installation of sidewalks.
2. The City Council can approve the Final Plat for Doolittle Subdivision to the City of
Ames and not waive the requirement for the installation of sidewalks.
3. The City Council can approve the Final Plat for Doolittle Subdivision to the City of
Ames with conditions.
4. The City Council can deny approval of the Final Plat for Doolittle Subdivision to the
City of Ames.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council adopt Alternative #1.
This action will approve the Final Plat for Doolittle Subdivision to the City of Ames and
waive the requirement for the installation of sidewalks.
