The subdivision is made up of three lots, two of which are currently developed. Carriage House, and Des Moines Asphalt occupy the developed properties. The public improvements required of the developer involve extension of an existing water main and improvement to Watt Street which borders the development on the south. Past Council policy has provided that streets in commercial/industrial subdivisions do not need to be paved until such time as development occurs. Since the Des Moines Asphalt lot is improved, they have submitted a request for street assessment program and a waiver of deficiencies to implement a project to pave Watt Street to their west lot line. The owner of the west lot of the subdivision has submitted a letter stating that they will support a fair and equitable street assessment program at the time development occurs on their lot. A bond is being submitted for the construction of the water main extension within two years. ALTERNATIVES: 1.
