HomeMy WebLinkAbout~Master - Certificate of Consistency with 2009-2014 CDBG Consolidated Plan on behalf of YSS RESOLUTION NO. 13-544 RESOLUTION APPROVING CERTIFICATE OF CONSISTENCY WITH CITY'S 2009- 2014 CDBG CONSOLIDATED PLAN ON BEHALF OF YOUTH & SHELTER SERVICES FOR THE CITY OF AMES,IOWA WHEREAS,since 1995,Youth and Shelter Services(YSS)has received grant funds through the Department of Housing and Urban Development's(HUD)Supportive Housing Program(SHP); and, WHEREAS, under this program, YSS administers its Lighthouse Transitional Living Programs in Story,Boone,Hardin, and Marshall Counties,and this program targets young mothers who are 16-25 years of age, homeless youth ages 16-21, and homeless pregnant/parenting women ages 16-25 and their children; and, WHEREAS, the HUD funds are for leasing rental properties, supportive services, and operations for the clients; and, WHEREAS,the renewal funding application request is for approximately$191,096,of which approximately$56,963 is designated for Story County; and, WHEREAS,YS S is in the process ofpreparing its 2014-15 SHP renewal application that will be submitted as part of the Iowa Balance of State Continuum of Care Application by January 3, 2014; and, WHEREAS,since Ames is a designated entitlement community,agencies requesting funding from HUD must have approval from the City that their program application matches the goals of the City's Consolidated Plan; and, WHEREAS, in order for YSS to submit its application to the State of Iowa, it must receive certification from the City of Ames that its application is consistent with the goals outlined in the City's Consolidated Plan; and, WHEREAS, the goal of the Lighthouse Program is to provide a safe, stable living environment so that runaway or homeless females can become self-sufficient adults and/or parents; and, WHEREAS,the administration of this program meets one of the three goals outlined in the 2009-14 Consolidated Plan,which is that CDBG funds should be used to promote one community by implementing programs that support a continuum of new or expanded housing and services targeted for homeless, transitional housing clients, and persons with special needs. NOW, THEREFORE,BE IT RESOLVED,by the City Council of the City of Ames, Iowa, that the Certificate of Consistency with the City's 2009-2014 CDBG Consolidated Plan on behalf of Youth and Shelter Services,Inc.,is hereby approved,and the Mayor is hereby authorized to sign the Certificate.
