HomeMy WebLinkAbout~Master - Major Site Development Plan for Ringgenberg Park Subdivision RESOLUTION NO. 13-533 RESOLUTION APPROVING MAJOR SITE DEVELOPMENT PLAN FOR RINGGENBERG PARK SUBDIVISION FOR THE CITY OF AMES,IOWA WHEREAS, on July 12, 2005, the City Council approved zoning of Suburban Residential Floating Zone Medium Density(FS-RM)for property located at the southwest corner of Cedar Lane and Oakwood Road; and, WHEREAS, on June 11, 2013, the Council approved a Master Plan for that property that provided for 144 apartment dwelling units in 12 buildings; and, WHEREAS, at this time, a Major Site Development Plan (MSDP) is being submitted for approval to allow the construction of five apartment buildings on the western portion of the site;and, WHEREAS,a proposed amendment to the Master Plan has also been submitted for approval at this time; and, WHEREAS, this proposed MSDP should be reviewed based on the currently approved Master Plan,and if approved,the proposed apartments can be constructed regardless of the outcome of the application to amend the Master Plan; and, WHEREAS, the subject property is currently one platted lot—Lot 79 of Ringgenberg Park Subdivision,and City Zoning Code allows multiple apartment buildings to be constructed on a single lot; and, WHEREAS, the Zoning Code also requires the apartment buildings to meet all area and setback requirements as if each structure were on its own individual lot; and, WHEREAS, the MSDP demonstrates compliance with that standard by showing future lot lines; and, WHEREAS,the developer is also in the process of subdividing the property into separate lots and a Preliminary Plat, however, if the Major Site Develop Plan is approved, the proposed apartments can be constructed independently of the process to divide the subject property; and, WHEREAS,landscape buffers around the site perimeter have been an important element of the Master Plan, and the MSDP includes all of the landscape buffers on this north portion of Ringgenberg Park to be built with the first phase; and, WHEREAS, staff has analyzed the Major Site Development Plan,reviewed the supporting material, and conducted an on-site inspection; and, WHEREAS, staff concludes that the proposed apartment buildings and site are consistent with the approved Master Plan and meet the City's criteria and standards for approval of a Maj or Site Development Plan; and, WHEREAS, the Planning and Zoning Commission considered the proposed Major Site Development Plan on November 6,2013,and recommended that the City Council approve the Plan. NOW, THEREFORE,BE IT RESOLVED,by the City Council of the City of Ames, Iowa, that the Major Site Development Plan to allow for construction of five apartment buildings in the Ringgenberg Park Subdivision is hereby approved.
