HomeMy WebLinkAboutA001 - Council Action Form dated July 11, 2000 ITEM # C�,?(O ( DATE 071l1/00 COUNCIL ACTION FORM SUBJECT: RESOLUTION APPROVING THE FINAL PLAT FOR COPPER COVE SUBDIVISION, SECOND ADDITION ACTION FORM SUMMARY:-The applicants are requesting that the City Council approve the Final Plat for Copper Cove Subdivision, Second Addition, which is located outside the corporate limits in Story County. Staff is recommending that this Final Plat be approved. BACKGROUND: The applicant, Rich Lepper Construction, is requesting that the City Council approve the Final Plat for Copper Cove Subdivision, Second Addition, which is a rural subdivision located south of Riverside Road. The proposed plat involves the re-division of several parcels, lying south of Riverside Road, in an Auditor's Plat of the SE1/4 of the SW1/4 of Section 23-84-24. The replat will result in a subdivision with three lots intended for the construction of single-family homes and an outlot. ANALYSIS: The staff has reviewed the Final Plat for Copper Cove Subdivision, Second Addition and has determined that this plat complies with the requirements of the City. No public improvements are required as part of this subdivision. In all other respects, the Final Plat meets the requirements of the City. Staff is recommending that this plat be approved. (A copy of the Final Plat is attached.) ALTERNATIVES: 1. The City Council can approve the Final Plat for Copper Cove Subdivision, Second Addition. 2. The City Council can deny approval of the Final Plat for Copper Cove Subdivision, Second Addition since no urban infrastructure (water, sanitary sewer, storm sewer, city streets) is being proposed as part of this subdivision. 3. The City Council can approve the Final Plat for Copper Cove, Second Addition with modifications. • MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt Alternative #1. This action will approve the Final Plat for Copper Cove Subdivision, Second Addition. This will allow the developer to proceed with the development of the three single-family lots. City Council should understand that this recommendation for approval is based on the fact that this subdivision in total will only involve eight lots. The interaction between staff and the applicant occurred well in advance of the most recent problems the City is facing with rural development that has dramatically affected the College Creek area. Staff believes that it will be necessary for the City to clearly establish a strategy for rural fringe development involving both Boone and Story County. COUNCIL ACTION: Attachment 2
