SUBJECT: Construction of street and utilities along Opal Drive.
BACKGROUND: Staff has received a request from Frank Schill and Sons to
complete the street and utility design along Opal Drive from the
north line of Country Gables 4th Addition to Crystal Street. This
street area has been proposed to run along the future Country Gables
5th Addition. The request to complete the construction is in accordance
with the approved subdivision layout for this area and results from
a proposal to develop a car wash and rental storage facility at the
southwest corner of the intersection of Crystal Street and Opal Drive.
The attached situation plan shows the area.
Mr. Schill proposes to contract and pay for the construction of the
street and utility extensions in accordance with standard subdivision
procedures. These procedures also call for reimbursement to the
City for engineering services associated with the design and construc-
tion activities. Mr. Schill wishes to complete these construction
activities this summer and dedicate them to the City following com-
pletion and acceptance of construction by the Public Works Department.
This request is a result of the current economic times in as much
as large subdivision development is not restarting, but individual
site development, such as the car wash and storage rental, is occurring.
Mr. Schill indicates that the residential subdivision (Country Gables
5th) remains some time in the future.
ALTERNATIVES:
1 . Reject the request for completion and dedication of the improve-
ments.
2. Accept the request for completion and dedication of the improve-
ments in accordance with City design and construction stan-
dards since the current proposal is in accordance with the ap-
proved subdivision conceptual plain and will provide utility
and street access to the car wash site.
MANAGER'S RECOMMENDED ACTION: It is recommended that the City accept
the concept of the dedication of the street and utility construction
on Opal Drive from the north line of Country Gables 4th Addition
north to Crystal Street providing that the construction is arranged
for and completed at no cost to the City and that the City is reimbursed
for engineering design and construction services in accordance with
usual subdvision activity. The actual proposal for dedication of
the facilities would be presented to the Council after completion
of the construction and acceptance by the Public Works Department.

Dear Paul,
Please be advised, according to our telephone conversation, that
I would like to install the sanitary sewer line , storm sewer line,
curb & gutter, and street from the north side of Country Gables
4th Addition on Opal Drive. I would like to have the improvements
installed to the corner of Crystal Street and Opal Drive and extend
slightly to the east on Crystal Street.
I understand that this would be at my cost and after completion,
this property would be dedicated to the City of Ames .
I request the City of Ames to complete the plans and specifications
so that I can negotiate bids for the services and handle the
contracting.
