HomeMy WebLinkAbout~Master - Contract Change Orders for Basin Liner Replacement and WPC Facility Biosolids Disposal Operations RESOLUTION NO. 12-610 RESOLUTION APPROVING CHANGE ORDERS FOR BASIN LINER REPLACEMENT AND WATER POLLUTION CONTROL FACILITY BIOSOLIDS DISPOSAL OPERATIONS FOR THE CITY OF AMES,IOWA WHEREAS,on September 11,2012,the Council awarded a contract to Ames Trenching and Excavating, Inc., of Ames, Iowa, in the amount of$109,500 to repair the synthetic liners on two equalization(EQ)basins and one biosolids holding basin; and, WHEREAS, once the cleaning of the basins was under way (necessary to facilitate the repairs), it was discovered that there were major liner failures located in the bottom of the basins, and these basins are rendered unusable until the integrity of the liner can be restored; and, WHEREAS, the City's consulting engineer on this project has determined that emergency proceedings for complete replacement of the liners is appropriate,and the repairs need to be initiated immediately; and, WHEREAS, in order to perform the necessary repairs,the basins require complete removal of all liquid and any remaining solids,and these solids are handled as biosolids and must be disposed of in the same manner as the routine biosolids by land application; and, WHEREAS, a contract was awarded to Nutri-Ject Systems, Inc., of Hudson, Iowa, to complete the third year of a three-year biosolids disposal operation at the Water Pollution Control Facility; and, WHEREAS, staff has determined that Nutri-Ject Systems can cost-effectively perform this emergency work in conjunction with the regular biosolids disposal operations that are occurring concurrent to the liner repair activity, and, WHEREAS,a change in contract scope is necessary for both Ames Trenching and Nutri-Ject to complete the successful work; and, WHEREAS, current costs for this work are shown as follows, as well as funding sources identified for these unanticipated expenses: Estimate for Liner Replacement EQ Basin Replacement $107,552 each $215,104 (firm) Sludge Basin Replacement $121,880 (firm) Original FOX Contract $ 15,000 (paid) Additional Engineering $ 7,000 (firm) Basin Cleaning -Nutri-Ject $142,564 (invoiced) Dewatering-Nutri-Ject $ 46,000 (est.) $547,548 Subtotal Contingency 20% (not incl. in original FOX contract) $106,510 $654,058 Total Funding Sources Original FOX Contract $ 15,000 (paid) Current Ames Trenching Contract $105,900 Basin Cleaning Operations Budget $100,000 Savings on Painting Project $ 68,000 Savings on Motor Control Center#1 Project $ 25,000 Savings in previous years sewer rehab. $200,000 Needed from fund balance $140,158 $654,058 WHEREAS, the following contract change orders and budget amendments are proposed: a) authorize staff to execute a change order add with Ames Trenching and Excavating, Inc., of $231,084,for full replacement of three basin liners for anew contract total of$336,984;b)authorize staff to execute a change order add with Nutri-Ject of$139,589.34 for biosolids application and dewatering of the basins,for a total contract of$188,564;c)authorize staff to execute a change order add with FOX Engineering of $7,000 for additional design and inspection services, for a new contract total of $22,000; and, d) authorize budget amendments as described above, totaling $654,058. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, to find that emergency proceedings are appropriate and that the aforementioned change orders with Ames Trenching and Excavating,Inc.,Nutri-Ject,Inc.,and FOX Engineering are hereby approved, and the budget amendments as described above are hereby authorized.
