HomeMy WebLinkAbout~Master - LUPP amendment for E Free Church on 24th Street RESOLUTION NO. 12-519 RESOLUTION APPROVING MINOR LAND USE POLICY PLAN AMENDMENT FOR FIRST EVANGELICAL FREE CHURCH AT 2008 24TH STREET FOR THE CITY OF AMES,IOWA WHEREAS,on June 7,2012,the First Evangelical Free Church(E-Free Church),property owner,and Northcrest Community, applicant, submitted a letter to the City Council requesting a Land Use Policy Plan (LUPP)Map amendment from"Low-Density Residential"to"High-Density Residential"for land located at 2008 24th Street; and, WHEREAS, on July 10, 2012, the City Council directed staff to process the requested LUPP Map Change as a"minor amendment"and on August 2,2012,the applicant submitted a completed application for a LUPP Map Change on 4.80 acres of land located at 2008 20 Street; and, WHEREAS, Northcrest is a "continuing care retirement community" located on 22 acres of land between 20th and 24th Streets, and adjacent to the east property line of the subject property; and, WHEREAS,it is the home of 176 residents in mixed housing development consisting of townhomes, apartments,a health care center, and a facility that specializes in Alzheimer care; and, WHEREAS,ifthe LUPP Map Change to High-Density Residential,followed by rezoning the property to "RH" is approved by the Council, it is the intention of Northcrest to purchase the subject land and consolidate it with its existing property into a single parcel of land; and, WHEREAS,Northcrest would intend to develop the property in a manner that is consistent with the architecture and outdoor environment of the existing senior housing development; and, WHEREAS,staff believes that the requested land use change would be a logical extension ofthe high- density residential land use designation, and would transition well to surrounding low-density residential development,provided that the site is redeveloped for senior housing similar to the Northcrest development pattern; and, WHEREAS,at its meeting,the Planning and Zoning Commission recommended approval ofthe LUPP Future Land Use Map to change the land use designation from Low-Density Residential to High-Density Residential. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,that the amendment to the LUPP Future Land Use Map to change the land use designation of property located at 2008 24th Street from Low-Density Residential to High-Density Residential is hereby approved.
