HomeMy WebLinkAbout~Master - Back-billing adjustment for un-metered electric load at Green Hills RESOLUTION NO. 12-463 RESOLUTION APPROVING BACK-BILLING ADJUSTMENT FOR UN-METERED ELECTRIC LOAD AT GREEN HILLS RETIREMENT COMMUNITY FOR THE CITY OF AMES,IOWA WHEREAS,during work related to its expansion project in late 2011,it was discovered that there was an un-metered electrical connection to the Green Hills Retirement Community medical facility; and, WHEREAS, this situation resulted in Green Hills receiving unmetered and un-billed electricity for a portion of its facility for an undetermined amount of time; and, WHEREAS, after a check of history and a conversation with Green Hills officials, it was determined that this situation has existed for at least 15 years; and, WHEREAS, after City staff met with Green Hills personnel, it was determined that a temporary meter would be installed on the feeder in an attempt to determine how much electricity was unaccounted for on a monthly basis, and after four months of data, staff was able to develop an estimate of how much electricity was used; and, WHEREAS,using this analysis,staff calculated an appropriate billing for five years,and this time period is in accordance with City Code provisions dealing with under-billings; and, WHEREAS, two options were calculated regarding the amount to be added to the metered usage in determining total usage for the billing period, and the resulting billing adjustments are $55,695.48 and$96,651.52, respectively. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the back-billing adjustment in the amount of$55,695.48 for previously un-metered electric load at the Green Hills Retirement Community is hereby approved,and staff is directed to work with the customer on an acceptable payment plan not to exceed 12 months in duration.
