HomeMy WebLinkAbout~Master - Disposal of Police Department rifles RESOLUTION NO. 12-290 RESOLUTION AUTHORIZING DISPOSAL OF POLICE DEPARTMENT RIFLES FOR THE CITY OF AMES, IOWA WHEREAS, the Police Department is in the process of replacing four rifles used by the department's marksman team with new weapons; and, WHEREAS, the Remington rifles are tactical weapons that reached a point where they have fired over 3,000 rounds and replacement is appropriate; and, WHEREAS, in the past,the City Council has allowed officers to purchase older weapons for fair market value as the weapons go out of service; and, WHEREAS, in 2002 when the department removed all revolvers from service, the Council allowed officers to purchase those handguns; and, WHEREAS, many had been carried for years by the officers who purchased the guns, and, similarly,the department has been granted permission to allow each retiring officer to purchase his or her duty weapon as he or she leaves employment; and, WHEREAS, in this case, the department proposes that the four Remington rifles be sold to current police officers at fair market value as part of the replacement process; and, WHEREAS,the City's purchasing policies on disposal of property do not specifically address the issue of disposing of tactical weapons; and, WHEREAS, based on price quotes received by the City, staff will purchase the replacement weapons from the lowest provider, however, an officer who chooses to purchase the weapon would pay the highest quoted trade-in value of$500 for the weapon; and, WHEREAS, this arrangement benefits the City financially while also allowing an officer to purchase a weapon with which they are very familiar and one that will enhance their training. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that allowing the purchase of the Police Department's Remington rifles, by the City's Police Officers, at the highest quoted trade-in value of$500(provided the officers sign an agreement to keep the weapon for seven years) is hereby approved.
