RESOLUTION APPROVING ENGINEERING SERVICES AGREEMENT FOR
SANITARY SEWER SYSTEM EVALUATION
FOR THE CITY OF AMES,IOWA
WHEREAS, the ability of the sanitary sewer system to convey wastewater well into the
future is dependent upon the removal of the current large amount of infiltration and inflow(I/I) in
the system that occurs during rain events; and,
WHEREAS, in order to minimize the need for costly expansions to the Water Pollution
Control (WPC) facility, as well as to convey flows from new development as the City grows, the
City must work to reduce the overall I/I in the system; and,
WHEREAS, to help accomplish this goal, a 2008 Sanitary Sewer System Study
recommended development of a full Sanitary Sewer System Evaluation(SSSE); and,
WHEREAS,this evaluation is a comprehensive and systematic program for identifying the
defects that could contribute I/I across the entire City-wide sanitary sewer system; and,
WHEREAS, the SSSE program generally consists of the following tasks: data collection,
sewer televising, smoke testing,manhole inspection, dye testing, and sump pump inspection; and,
WHEREAS, additionally this evaluation will analyze the benefit/cost of the City's Footing
Drain Grant Program,which was put on hiatus two years ago, and will make a recommendation on
whether or not this suspended program may be beneficial to the community; and,
WHEREAS, this SSSE study is occurring simultaneously with the WPC facility's Long-
Range Facility Plan, and the results of these two studies will be used to prioritize wet weather flow
mitigation activities in the collection system and at the treatment plant; and,
WHEREAS, this project was included in the 2010/11 and 2011/12 approved budgets with
financing in the amount of$1,560,000, and an additional $1,000,000 is included in the 2012/13
approved budget, for total funding of$2,560,000; and,
WHEREAS, proposals for this work were received from 12 engineering firms, and were
evaluated according to specific criteria; and,
WHEREAS, staff has negotiated a contract with the highest rated firm, Veenstra&Kimm,
Inc., of West Des Moines, Iowa, in an amount not to exceed $2,198,500.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,
that the engineering services agreement for the Sanitary Sewer System Evaluation with Veenstra&
Kimm,Inc.,of West Des Moines,Iowa,in an amount not to exceed$2,198,500 is hereby approved.
