HomeMy WebLinkAboutA016 - Council Action Form dated July 22, 1997 Item # Date: July 22. 1997 COUNCIL ACTION FORM SUBJECT: RESOLUTION AMENDING THE BENTWOOD SUBDIVISION SECOND ADDITION PLAT BACKGROUND: A request has been received from Alan Christy, Vice President of HCS Builders, Inc., to amend the Bentwood Subdivision Second Addition Plat to allow a driveway access for Lot 11 onto Wilder Boulevard. Under the existing plat agreement, no driveways are allowed for lots in this subdivision on Wilder Boulevard due to it's "collector" street designation and function. With this "collector" designation, staff believed when the plat was initially reviewed that the number of driveway accesses along the street should be minimized to provide greater safety and efficiency for travel. Since this plat provision was not made known to the builders, HCS Builders, Inc., a single family dwelling was planned for the lot (Lot 11) with a driveway access on Wilder Boulevard. This construction was halted when it was learned that this driveway plan was not in accordance with the plat. Staff has reviewed this subdivision plan and believes that an additional driveway could be placed on Wilder Boulevard without adversely impacting safety and efficiency. Although this driveway placement is not preferred on Wilder Boulevard, it will be among a limited number of driveways that will be constructed along this street under current subdivision plans. It should be noted that the City's policy is to restrict driveways only along arterial streets which have the highest traffic volumes. Due to the lower volumes and speeds along designated collector streets, a limited number of driveways are allowed. Staff also believes that this driveway location would not adversely impact safety in the area since it originally was planned to be located on Thackeray Avenue, another designated collector street. The consequence of altering the drive location to another collector street would improve flow on Thackeray Drive. ALTERNATIVES: 1 . Amend the plat agreement for the Bentwood Subdivision Second Addition by allowing a driveway access for Lot 11 onto Wilder Boulevard. 2. Do nothing. CAF - Bentwood Second Addition July 22, 1997 Page 2 MANAGER'S RECOMMENDED ACTION: It is the recommendation of the City Manager that the City Council adopt alternative number 1, thereby amending the plat agreement for the Bentwood Subdivision Second Addition by allowing a driveway access for Lot 11 onto Wilder Boulevard.
