RESOLUTION APPROVING 2012-13 ANNUAL ACTION PLAN PROGRAM
IN CONNECTION WITH THE COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) PROGRAM AND SETTING DATE OF PUBLIC HEARING
FOR THE CITY OF AMES,IOWA
WHEREAS, in order to receive federal Community Development Block Grant (CDBG)
funds, the City must submit a Consolidated Plan to the Department of Housing and Urban
Development(HUD); and,
WHEREAS, the Consolidated Plan is the planning document for the jurisdiction, and
requires detailed background information on the community derived from both census data and other
comprehensive studies performed by the community; and,
WHEREAS, the Plan must identify (over a five-year period) the goals and priorities to
address the housing and community development needs of low-and moderate-income persons and
the housing and community development needs of non-low- and moderate-income persons; and,
WHEREAS, the following goals and priorities were identified in its 2009-14 Consolidated
Plan, and was submitted to and approved by HUD in July 2010, with funds being used for: 1)
strengthening neighborhoods by implementing affordable housing program and services through
acquisition/demolition/rehabilitation of housing units that support homeowners, homebuyers, and
renters to obtain and remain in affordable housing; 2)promoting one community by implementing
programs that support a continuum of new or expanded housing services targeted for homeless,
transitional housing clients,and persons with special needs;and,3)strengthening neighborhoods by
implementing programs that will increase or improve public facilities, infrastructure,and services,
and 4)removal of slum and blight in non-low and moderate income areas to assist in redevelopment
projects to decrease the number of substandard housing units through acquisition, demolition, and
new construction to the maximum limit that CDBG funds are allowed; and,
WHEREAS,the Consolidated Plan requires that the City develop an Annual Action Plan that
outlines the program activities that will be undertaken to address or meet those goals and priorities,
and the Action Plan can address one or all of the goals and priorities of the housing and community
development needs to be identified in the Consolidated Plan; and,
WHEREAS, HUD recently published the 2012 CDBG funding allocations for entitlement
cities, and the City of Ames' allocation is listed at $511,276 for FY 2012; although the City only
recently received approval of our 2011-12 Amended Action Plan,it is time to begin the process for
determining the 2012-13 Annual Action Plan projects; and,
WHEREAS, the attached table shows the proposed 2012-13 Annual Action Plan program
activities; and,
WHEREAS, if the Council is in agreement with the 202-13 proposed Action Plan Projects,
the next steps would be to conduct a public forum to gain input from citizens on the proposed
projects and then to prepare the Action Plan document; and,
WHEREAS, the Plan will be made available for citizen review during a 30-day comment
period prior to a public hearing before the Ames City Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,
that the 2012-13 proposed Annual Action Plan Program in connection with the City's Community
Development Block Grant Program is hereby approved,and May 8,2012,is set as the date of public
hearing.
