COUNCIL ACTION FORM
SUBJECT: APPROVAL OF FINAL PLAT OF AMES COMMUNITY DEVELOPMENT
PARK SECOND ADDITION AND WAIVER OF SECTION 23.23(1) OF THE SUB-
DIVISION ORDINANCE.
BACKGROUND:
The owners of the property east of South Dayton Avenue and south of East Lincoln
Way have met the requirements of the City with respect to the subdivision ordinance
and the approved Conceptual Development Plan (CDP) with the exception that they
have requested a variation in the requirement related to block lengths.
The subdivision ordinance (23.23(1)) provides that no block shall be longer than 1,320
feet except in instances where topography or other conditions exist that justify variation.
This 1,320' rule is used as a restriction so street lengths do not get too large and
compromise safety for emergency vehicles and traffic circulation. Staff has reviewed
the 1,320' rule for appropriateness since it has been a part of the ordinance for many
years. We find that it is still appropriate as a mechanism to provide for traffic circulation
and so emergency vehicles are able to access property as soon as they can.
For industrial properties, the rule can create some difficulties due to the size of the lots
involved. Based on the Developer's request, staff feels that due to the anticipated large
site developments proposed for this area, it would be appropriate to grant an exception
to the 1,320' rule provided that no access to lots be granted beyond 1,320 feet
from the nearest two-way outlet street unless one driveway access to that site
exists within the 1,320 feet from the two-way outlet street. This concept has been
discussed with the Developers and they find it acceptable to meet their needs.
Public improvements will be constructed through contracts financed by the City through
a RISE grant and establishment of a Tax Increment Financing district.
MANAGER'S RECOMMENDED ACTION:
It is the recommendation of the City Manager that the City Council approve the Final
Plat of Ames Community Development Park Second Addition and approve the
exception to the requirements of Section 23.23(1) of the Subdivision Ordinance under
the condition that no driveway access will be granted beyond 1,320' from a two-way
outlet intersection unless the site is served by a driveway within the 1,320' requirement.
The final plat documents are not to be released for recording until an instrument is
provided to the City that restricts the driveway access for this final plat as stated above.
