RESOLUTION APPROVING REDIRECTION OF
G.O. BONDS FROM GRAND AVENUE EXTENSION IN
2011/12 CAPITAL IMPROVEMENTS PLAN
FOR THE CITY OF AMES,IOWA
WHEREAS,the Grand Avenue Extension Project is included in the approved 2011-2016 Capital
Improvements Plan(CIP)with planning and land acquisition from Squaw Creek Drive to South 16th Street
scheduled for 2011/12; and,
WHEREAS, these planning and land acquisition costs are programmed to have $300,000 from
General Obligation Bonds (G.O. Bonds) and $1,200,000 from Congressionally Directed Funds; and,
WHEREAS, since the Council approved the CIP, staff has been notified by our Congressional
delegation that we should not expect to receive any Congressionally Directed Funds in the near future;and,
WHEREAS, as a result of the lack of federal funding, staff does not recommend pursuing this
major project at this time, and, as an alternative, the City Council could choose to redirect the $300,000
in G.O. Bonds to fund other work in accordance with priorities recommended by our Pavement
Management System; and,
WHEREAS, staff as recently reviewed several complaints about the pavement condition on the
frontage road south of Southeast 16th Street, adjacent to South Duff Avenue; and,
WHEREAS,this existing asphalt road way is a City street that provides access management from
U.S. Highway 69 to the area businesses; and,
WHEREAS,the Pavement Management data shows this section of road way being in the category
of worst condition, and a preliminary cost estimate to reconstruct the road way pavement, including
engineering, is $165,000; and,
WHEREAS, another road way in need of rehabilitation is Hickory Drive from Lincoln Way to
Westbrook Drive, and,
WHEREAS, a preliminary cost estimate to rehabilitate the road way pavement for this section,
including engineering, is $135,000.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that the
redirection of G.O. Bonds in the amount of $300,000 to be used to reconstruct the South Duff
Avenue/Southeast 16`h Street frontage road and Hickory Drive,from Lincoln Way to Westbrook Drive,is
hereby approved.
