HomeMy WebLinkAbout~Master - Contract for Outage Management System and Data Conversion RESOLUTION NO. 11-304 RESOLUTION AWARDING CONTRACT FOR OUTAGE MANAGEMENT SYSTEM AND DATA CONVERSION FOR ELECTRIC SERVICES FOR THE CITY OF AMES,IOWA WHEREAS, the project involves the purchase of an outage management system(OMS) for the Electric Services Department; and, WHEREAS,Ames'Electric Services currently owns and operates an Interactive Voice Recognition (IVR)outage call-taking system,which provides limited information on the outage calls that are received and can not sort outages geographically or provide targeted call-back information to restored customers or provide updates to areas known to still be out of service; and, WHEREAS,an outage"management"system is a significant enhancement which merges data from Electric Services' Geographical Information System, and the IVR system to provide both a map view of the location of the outages, as well as a predicted outage location based on incoming calls; and, WHEREAS,the implementation of the OMS will permit first responders to be dispatched to more precise outage locations,which will shorten the time required to patrol, identify,and restore power;and, WHEREAS, another significant benefit is the added ability to sort outages by specific electric system feeder location and generate automated and meaningful call-back notices to just those customers that have been restored,or to give status updates to just those customers that are still without power;and, WHEREAS, additional enhancements include planned outage notifications, text-to-speech capability for outbound messaging, as well as enhanced mobile viewer software to provide outage information to crews and to managers working in the Emergency Operations Center during major events; and, WHEREAS,on January 5,2011,the Request for Proposals(RFP)document was issued to 10 firms, and on February 1, 2011, staff received competitive proposals from two firms; and, WHEREAS, during evaluation of the RFPs, the proposal from SSP Innovations, LLC, of Englewood, Colorado, was deemed to be non-responsive; and, WHEREAS, Milsoft Utility Solutions' (of Abilene, Texas) RFP was reviewed, and it has been determined that the proposal is acceptable in the amount of$223,294.71. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that the contract with Milsoft UtilitySolutions of Abilene Texas in the amount of$223,294.71 for the purchase of the Outage Management System and Data Conversion for Electric Services is hereby approved.
