RESOLUTION APPROVING LAND USE POLICY PLAN MAP AMENDMENT FOR
MCFARLAND CLINIC EXPANSION
FOR THE CITY OF AMES, IOWA
WHEREAS, on April 6, 2011, the City Council referred to staff a request for a Land Use
Policy Plan (LUPP) Future Land Use Map amendment for properties on the west side of Carroll
Avenue between 11'' Street and 13' Street; and,
WHEREAS,the requestor,McFarland Clinic,proposes to amend the LUPP Future Land Use
Map changing the use designation of these properties from One-and Two-Family Medium-Density
Residential to Medical; and,
WHEREAS,the subject property comprises of eight parcels totaling 1.38 acres in size; and,
WHEREAS, there is currently no specific process for dealing with requests to amend the
LUPP,therefore, staff typically focuses attention on the goals and objectives reflected in the LUPP
as a guide for making these decisions; and,
WHEREAS, based on this review, it is a difficult situation for City staff because of two
competing goals: 1)it should be recognized that McFarland Clinic is one of community's premiere
corporate citizens, and 2) the Council has consistently exhibited support for maintaining strong,
vibrant neighborhoods; and,
WHEREAS, the decision to be made in this case requires the City Council to weigh the
importance of the various goals and determine what is in the best, long-term interest of the
community; and,
WHEREAS, at its meeting on May 18, 2011, the Planning and Zoning Commission, by a
vote of 5-2, recommended that the Council approve the amendment to the LUPP Future Land Use
Map to change the land use designation of the subject properties west of Carroll Avenue from One-
and Two-Family Medium-Density Residential to Medical.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,
that the amendment to the Land Use Policy Plan Map for properties located on the west side of
Carroll Avenue between I Vh Street and 13" Street from One- and Two-Family Medium-Density
Residential to Medical is hereby approved.
ADOPTED THIS 141'day of June, 2011.
