HomeMy WebLinkAbout~Master - 2011/12 Annual Action Plan for CDBG Program RESOLUTION NO. 11-236 RESOLUTION APPROVING 2011/12 ANNUAL ACTION PLAN IN CONNECTION WITH COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR THE CITY OF AMES WHEREAS,in order to receive federal Community Development Block Grant(CDBG)funds,the City must submit a Consolidated Plan to the Department of Housing and Urban Development (HUD), and this Consolidated Plan is the planning document or Comprehensive Housing Affordability Strategy for Ames;and, WHEREAS, the Consolidated Plan requires detailed background information on the community derived both from census data and other comprehensive studies, and it must identify,over a five-year period, the City's goals and priorities to address the housing and community development needs of low-and moderate- income persons, as well as of non-,low-and moderate-income persons in the community; and, WHEREAS, the Consolidated Plan also requires that the City develop an Annual Action Plan that outlines the program activities that will be undertaken to address or meet those goals and priorities, and the Action Plan can address one or all of the goals and priorities of the housing and community development needs identified in the Consolidated Plan; and, WHEREAS,on April 25,2011,the City received notification from HUD that preliminary estimates indicate that the City will receive approximately$445,361 in CDBG funds for fiscal year 2011/12,a decrease of$89,000 compared to the 2010/11 allocation; and, WHEREAS, of this amount, $356,288 is available for programming and$89,073 is available to pay for administrative costs; and, WHEREAS, in addition to the$445,361 of newly allocated funding, it is anticipated that there will be approximately$675,000 in rollover funds from 2010/11,along with approximately$107,870 of anticipated program income in 2011/12, for a total budget of$1,228,231; and, WHEREAS, the proposed 2011/12 Action Plan expenditures are as follows: Neighborhood Sustainability Program- $100,000; Neighborhood Housing Improvement Program- $139,158; Homebuyer Assistance Program-$100,000;Neighborhood Infrastructure Improvements Program-$300,000;Flood Buy- out Assistance Program-$500,000; and,2011/12 Program Administration-$89,073; and, WHEREAS,on February 15, 16,and 17,2011,staff hosted public forums to inform the public about the overall CDBG Program and to solicit input regarding the proposed 2011/12 program activities, and all attendees were receptive to the proposed Action Plan projects. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that submittal ofthe City's 2011/12 Community Development Block Grant Annual Action Plan is hereby approved.
