HomeMy WebLinkAbout~Master - Emergency repairs of creek bed for transmission line pole stabilization RESOLUTION NO. 11-135 RESOLUTION AUTHORIZING EMERGENCY REPAIRS OF CREEK BANK FOR TRANSMISSION LINE POLE STABILIZATION FOR THE CITY OF AMES,IOWA WHEREAS, during a recent transmission line patrol, it was discovered that a transmission structure located on the west bank of Squaw Creek west of Moore Memorial Park,which carries both a 161-kV and a 69-kV transmission circuit, is in need of immediate repair; and, WHEREAS,the two-pole structure has one pole washed out below its original grade, and typically,the pole should have 12 to 13 feet buried in the ground; and, WHEREAS,the creek bank washed away leaving one pole with approximately two to three feet buried, and the bank of the creek has also encroached upon the second pole,but has not eroded the grade; and, WHEREAS,Electric Services contacted FOX Engineering Company,an independent engineer,to evaluate the situation and determine appropriate action,and FOX Engineering Company recommends that the creek bank be repaired immediately to ensure the integrity of the transmission line as soon as possible; and, WHEREAS,the damage to the creek bank carries a risk of failure of the transmission structure,and if this were to occur, it would result in a collapse of both the 161-kV interconnection line and a portion of the 6 9-kV transmission line loop around the City; and, WHEREAS, FOX Engineering Company has provided a preliminary cost estimate in the amount of $51,420.00 to repair the creek bank, and funding is available from the approved budget for transmission maintenance; and, WHEREAS, under Iowa Code, Chapter 384.103(2) states that "when an emergency repair of a public improvement is necessary and the delay of advertising and a public letting might cause serious loss or injury to the city,the governing body shall,by resolution,make a finding of necessity to institute emergency proceedings under this section."; and, WHEREAS, the Code further states the "governing body shall procure a certificate from a competent, licensed professional engineer or registered architect, not in the regular employ of the city, certifying that emergency repairs are necessary"and that the"governing body may contract for emergency repairs without hold a pubic hearing and advertising for bids, and the provisions of Chapter 26 do not apply."; and, WHEREAS,FOX Engineering Companyhas certified that emergency proceedings are necessaryto avoid the risk of serious loss to the City. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that emergency proceedings are hereby instituted, and staff is authorized to obtain informal bids and enter into a contract for the repair of the west bank of Squaw Creek west of Moore Memorial Park around the 161-kV/69-kV Transmission Structure.
