HomeMy WebLinkAbout~Master - Dissolution of Ames/Story County Partnership Affordable Housing Program RESOLUTION NO. 10-527 RESOLUTION APPROVING DISSOLUTION OF 28-E PARTNERSHIP WITH PARTICIPATING CITIES AND STORY COUNTY FOR AMES/STORY COUNTY PARTNERSHIP AFFORDABLE HOUSING PROGRAM FOR THE CITY OF AMES WHEREAS,on December 31,1998,the Iowa Department of Economic Development(IDED)awarded a Local Housing Assistance Program(LHAP)grant in the amount of$400,000 to the City of Ames to establish a Story County Housing Bank to create affordable housing opportunities in Ames and Story County;and, WHEREAS,the Ames/Story County Partnership(ASCP),consists of partners Ames,Collins,Colo,Huxley, Maxwell,McCallsburg,Nevada,Zearing, and Story County;and, WHEREAS,the LHAP was a two-year grant,beginning February 1, 1999,with a completion date of January 31, 2001, and along with the LHAP grant funds, the partners committed to three years of local match funds to the Housing Bank; and, WHEREAS,the City of Ames was the program administrator,and over the past 12 years,staff implemented the following Affordable Housing Programs: a)Down Payment and Closing Cost Assistance;b)In-Fill Construction Financing;c)Minor Home Repair Program,and d)the Rural Development Program; and, WHEREAS,the creation of the partnership was a great asset to both the partner cities and our citizens, and it was unique in that it was the first of its kind in the state,and several state programs were created utilizing this model; and, WHEREAS, the partnership has not been an active program since 2008, and efforts to gather support for continuing the program from the participating jurisdictions demonstrated a lack of interest in keeping the partnership moving in a direction that would allow the continuation of the programming; and, WHEREAS, in accordance with the 28-E Agreement, it remains in effect until more than half of the participating municipalities express a desire to end the agreement,and it lays out the terms for the City to distribute the remaining fund balance and any uncollected receivables that are still due to the fund; and, WHEREAS,four ofthe eight participating municipalities have submitted resolutions agreeing to dissolve the partnership,and two additional resolutions are expected to be received by November 8. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that the dissolution of the Ames/Story County Partnership,in connection with the Ames/Story County Partnership Affordable Housing Program,is hereby approved,and the remaining fund balance and uncollected receivables to the respective cities are to be redistributed.
