RESOLUTION APPROVING SUBMITTAL OF
FIVE-YEAR PUBLIC HOUSING AUTHORITY PLAN
FOR THE CITY OF AMES
WHEREAS,the Quality Housing and Work Responsibility Act(QHWRA)of 1998 mandates
that Public Housing Authorities(PHAs)must submit a Five-Year PHA Plan and an Annual Plan to
the Department of Housing and Urban Development(HUD); and,
WHEREAS,these plans advise HUD,the City's participants,and members of the public on
Ames' PHA mission for serving the needs of low-income and very low-income families and our
strategy for addressing those needs; and,
WHEREAS,the QHWRA regulations allow PHAs like Ames' that only administer tenant-
based assistance programs(i.e.,Section 8 Vouchers),have fewer than 250 vouchers,and do not own
or operate public housing units, to now only submit a stream-lined Five-Year Plan; and,
WHEREAS, the QHWRA requires that the following actions take place prior to the PHAs
submittal of the Plan to HUD:that the PHA must establish a Resident Advisory Board;and,that not
later than 45 days before the public hearing is to take place, the PHA is required to make the
proposed PHA Plan(s) available for inspection by the public, and publish a notice informing the
public that the information is available for review and inspection; and,
WHEREAS,with input from the Resident Advisory Board,staff has addressed the goals and
objectives outlined in the PHA Plan template and has prepared the Plan for public review and
comment for submittal to HUD.
NOW, THEREFORE, BE IT RESOLVED by the Ames Housing Governing Board of the
City of Ames,Iowa,that submittal of the 2010/15 Five-Year PHA Agency Plan in accordance with
HUD regulations and in connection with the City's Section 8 Rental Subsidy Housing Program is
hereby approved.
ADOPTED THIS 13th day of April, 2010.
