RESOLUTION APPROVING LUPP MAP AMENDMENT
FOR 130 SOUTH SHELDON AVENUE
AND OTHER PROPERTIES WITHIN THE VICINITY
FOR THE CITY OF AMES
WHEREAS, on December 18, 2009, an application was submitted on behalf of the Collegiate United
Methodist Church for an amendment to the Future Land Use Map of the Land Use Policy Plan(LUPP); and,
WHEREAS, the request is to amend the designation of a parcel from Residential High Density(RH)to
Downtown Service Center(DSC),and this property,which is located at 130 South Sheldon Avenue—rear,is behind
the"Faithspring"building annex of the Collegiate United Methodist Church; and,
WHEREAS,the current zoning of the property is Government/Airport District(S-GA),which reflects the
previous ownership of Iowa State University; and,
WHEREAS,because the future land use designation is RH,a rezoning to Campustown Service Center to
match surrounding,existing zoning would create an inconsistency between the zoning and LUPP; and,
WHEREAS, to change only the applicant's property to DSC would result in an isolated area of DSC
surrounded by RH,therefore,City staff explored the possibility of expanding the proposed change to surrounding
properties that are already zoned or developed commercial; and,
WHEREAS, staff expanded the amendment area to include all of the land between South Sheldon and
Hayward Avenues,bounded by Lincoln Way and College Creek; and,
WHEREAS,most of the land in the proposed amendment area is church property,but there are also Taco
Bell and U.S.Bank properties; and,
WHEREAS, because of the existing developed nature of the area, the likelihood for demolition,
consolidation,and redevelopment in this area is low for a residential use,and the existing mixed uses of the subject
area are compatible with the surrounding area; ;and,
WHEREAS, an amendment changing the subject area for a residential designation to a commercial
designation would be consistent with the existing zoning and uses because a church is allowed in either designation;
and,
WHEREAS,at its meeting on January 20,2010,the Planning and Zoning Commission recommended that
the Council approve an amendment to the LUPP Future Land Use Map and include the additional church properties
and two commercial properties identified by City staff from High Density Residential to Downtown Service Center.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the
amendment to the Land Use Policy Plan Future Land Use Map for property at 130 South Sheldon Avenue and two
commercial properties in the vicinity (Taco Bell and U.S. Bank) from High Density Residential to Downtown
Service Center is hereby approved.
