HomeMy WebLinkAbout~Master - LUPP map amendment for 729 East Lincolnway RESOLUTION NO. 10-030 RESOLUTION APPROVING LAND USE POLICY PLAN MAP AMENDMENT FOR 729 EAST LINCOLN WAY AND 707 EAST 2ND STREET FOR THE CITY OF AMES WHEREAS,on December 3,2009,a representative of R.Friedrich&Sons,Inc.,submitted a formal application requesting an amendment to the Future Land Use Plan Map in the Land Use Policy Plan(LUPP),and this proposed map amendment would change the land use designation of the properties at 729 East Lincoln Way(the United Parcel Service [UPS]facility)and 707 East 2"d Street(Friedrich Construction location)from"Highway-Oriented Commercial"(HOC) to"General Industrial"(GI); and, WHEREAS,the property owner is seeking a change in the LUPP Future Land Use map designation to General Industrial as the first step in a process to change the zoning of the property to GI and bring the"parcel services"use of this property into conformance with the GI District; and, WHEREAS,the East 2"d Street property abuts the parcel services property,and this land is zoned as GI and is occupied by a building contractor which is an industrial use,and this is a conforming use in the GI zoning district;and, WHEREAS, changing the LUPP Future Land Use Map designation from HOC to GI would bring the Map designation into conformance with the current zoning for the Friedrich property; and, WHEREAS, amending the Future Land Use Map to GI for both properties followed by the rezoning of the property at 729 East Lincoln Way from HOC to GI would enable UPS to make site improvements for expanded off-street parking and landscaping,which is proposed to extend into both properties; and, WHEREAS,as City staff has reviewed the applicant's proposal for amending the LUPP Future Land Use Map, the designation of properties in the general vicinity has also been examined; and, WHEREAS,the following five properties' land uses are consistent with the GI zoning:605 East 2"d Street—rear (owned by the City of Ames),314 Borne Avenue(owned by the City of Ames), 605 East 2"d Street,525 East 2"d Street, and 210 Borne Avenue; and, WHEREAS,staff suggests that these five properties be considered along with the applicant's request for a change in designation on the Future Land Use Map from HOC to GI; and, WHEREAS,the properties under consideration for a land use change,including those requested by the applicant and those identified by City staff,are well established properties of an industrial nature and character that were initially developed several years ago;and, WHEREAS, at its meeting on January 20,2010, the Planning and Zoning Commission recommended that the Council approve an amendment to the LUPP Future Land Use Map to change the land use designation of the following properties from HOC to GI:729 East Lincoln Way,707 East 2"d Street,605 East 2"d Street,605 East 2"d Street—rear,525 East 2"d Street,210 Borne Avenue,and 314 Borne Avenue. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that an amendment to the Land Use Policy Plan Future Land Use Map to change the land use designations of the aforementioned properties from Highway-Oriented Commercial to General Industrial is hereby approved.
