HomeMy WebLinkAbout~Master - Emergency repair to chimney at Power Plant RESOLUTION NO.09-502 RESOLUTION AUTHORIZING EMERGENCY REPAIR TO CHIMNEY AT THE MUNICIPAL POWER PLANT FOR THE CITY OF AMES WHEREAS,during a routine chimney inspection on the Power Plant Unit No.8,the inspectors looked over and discovered that the chimney on Unit No.7 has cracking and spalling damage that is in need of repair; and, WHEREAS, the Unit No. 7 chimney was last inspected approximately three years ago, and this damage was not present at that time; and, WHEREAS, the damaged area is on the external side of the upper-most nine feet of the structural concrete column,and Brown Engineering Company,an independent engineer,was contacted for an evaluation of the situation; and, WHEREAS, the staff at Brown Engineering recommends that this chimney be repaired as soon as possible to reduce all risks; and, WHEREAS, this damage carries a risk of both structural failure of the column and damage to equipment at lower elevations near the chimney, and, in addition,there is a risk that the falling debris from the chimney could pose a safety hazard to employees below; and, WHEREAS, the estimated cost of the repairs is in the range of$50,000 to $60,000, and funding is available from the No. 7 Auxiliary Equipment account in the Electric Production operating budget; and, WHEREAS,under the Iowa Code,"when an emergency repair of a public improvement is necessary and the delay of advertising and a public letting might cause serious loss or injury to the city,the governing body shall,by resolution,make a finding of necessity to institute emergency proceedings under this section;" and, WHEREAS, Brown Engineering Company has certified that emergency proceedings are necessary to avoid the risk of serious loss to the City. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the initiation of emergency proceedings is hereby approved, and staff is authorized to obtain informal bids and enter into a contract for repair of the Power Plant Unit No. 7 chimney.
