RESOLUTION WAIVING FORMAL BIDDING PROCEDURES AND
AWARDING CONTRACT FOR POWER PLANT
SUPERVISORY CONTROL AND DATA ACQUISITION(SCADA)UPGRADE
FOR POWER PLANT
FOR THE CITY OF AMES
WHEREAS,the City's Power Plat has a SCADA system to monitor and control electric generation,distribution,
and transmission from the power Plant to critical power substations throughout the City and to interconnection points with
neighboring electric utility systems;and,
WHEREAS, the existing system was installed in 2001 and had software updates in 2002 and 2003, and no
software updates have been done since 2003 due to hardware and operating system constraints;and,
WHEREAS,in January 2008,the City awarded a contract to Open Systems International,Inc.,(OSI)in the amount
of$126,674.00 to upgrade our current SCADA system to support Intercontrol Center Communication Protocol(ICCP)to
allow for exchange of real time information between Ames and our region's electric transmission scheduler,the Midwest
Independent System Operator(MISO),and this involved hardware upgrades as well as software revisions;and,
WHEREAS,to complete the upgrade to the SCADA system,it is now necessary to migrate to a new platform,and
the upgrade performed in July 2008 was a necessary prerequisite to be able to perform this upgrade;and,
WHEREAS,upgrading our existing SCADA system is more cost effective than replacing the entire system;and,
WHEREAS,another municipal electric utility in Iowa recently replaced its older SCADA system with an new one
from our current supplier, OSI, at a cost in the range of$800,0004900,000, and that utility chose OSI over several
competing proposals;and,
WHEREAS,prior to the January 2008 contract award to OSI, staff researched equipment from five suppliers,
including OSI, for possible system replacement, and the cost estimates for a master upgrade of the necessary system
components from other suppliers were estimated to be between$205,000 and$560,000;and,
WHEREAS,upgrading our existing SCADA system is the most practical and cost-effective solution to meeting
the new NERC requirements while gaining more functionality;and,
WHEREAS,staff requests that the Council waive the City's purchasing policies requiring formal competitive bids
and award a contract to Open Systems International, Inc., of Minneapolis, Minnesota, for the Power Plant SCADA
Migration Upgrade.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that the waiver of the
purchasing policy requirement for formal bidding procedures is hereby approved, and a contract is awarded to Open
Systems International,Inc.,of Minneapolis,Minnesota, for the Power Plant SCADA Migration Upgrade Project in the
estimated amount of$51,444.25,plus applicable sales taxes and approved travel expenses.
