HomeMy WebLinkAbout~Master - Purchase of Mercury Continuous Emissions Monitor for Power Plant RESOLUTION NO. 08-362 RESOLUTION AWARDING CONTRACT FOR PURCHASE OF MERCURY CONTINUOUS EMISSIONS MONITOR FOR THE CITY OF AMES WHEREAS,the City plans to install a Continuous Emission Monitoring System(CEMS)at the Power Plant to measure gaseous forms of mercury in the stack gases for Unit 8 Boiler in accordance with the USEPA Clean Air Mercury Rule (CAMR); and, WHEREAS,CAMR is a new rule and requires continuous monitoring of mercury beginning in January 2009 for boilers that emit more than 29 pounds of mercury annually; and, WHEREAS, stack testing for Unit 8 in 2007 confirmed that it emits more than 29 pounds of mercury annually and, thus, will be subject to the CEMS requirement; and, WHEREAS, on May 6, 2008, competitive, sealed proposals were received from two firms, and City staff has reviewed these proposals, made site visits, and checked references; and, WHEREAS, even though Thermo Environmental Instruments, Inc., of Franklin, Massachusetts,is not the lowest bid, staff has determined that it best meets the needs of the Power Plant; and, WHEREAS,in addition to the equipment,there is an option with this bid for installation and start-up of the analyzer, which staff recommends accepting. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the award of contract for the Electric Services Mercury Continuous Emissions Monitor to Thermo Environmental Instruments,Inc.,of Franklin,Massachusetts,in the amount of$235,541.00, plus applicable sales taxes, is hereby approved.
