HomeMy WebLinkAbout~Master - Qualification of 3503 Lincoln Way for Commercial URA Program RESOLUTION NO.08-280 RESOLUTION APPROVING THE QUALIFICATION OF 3503 LINCOLN WAY FOR THE COMMERCIAL URBAN REVITALIZATION PROGRAM FOR THE CITY OF AMES WHEREAS, correspondence has been received from a developer regarding the potential of redeveloping property at 3503 Lincoln Way,and this letter requests that City staff determine whether that property qualifies,in its pre-redevelopment condition,under the required criteria for a Commercial Urban Revitalization Area(URA);and, WHEREAS,the front 250 feet of the property has been used as a mobile home park for many years,although the zoning is Highway-Oriented Commercial(HOC); and, WHEREAS,the remainder of the property is zoned Residential Low Density and has been vacant,except for many volunteer trees;and, WHEREAS,according to the description of the proposed development,it would be consistent with current land use and zoning designations;and, WHEREAS,under the Urban Revitalization Commercial Criteria Matrix(URCCM),a property must meet one of several required criteria and one of several optional criteria;and, WHEREAS,one of the required criteria is that a property is"nonconforming with respect to the base zone that will be brought into conformance",and this current residential use is not a permitted use under HOC zoning;and, WHEREAS,another criterion is that properties are"vacant in an in-fill area and were previously development and have had the principle structure removed",and the owner is now in the process of clearing the mobile homes from the property; and, WHEREAS,the developer's concern is that although the property,in its current condition,meets the required criteria, once it is cleaned up, it will no longer qualify, and this would defeat one of the purposes of the Urban Revitalization Program;and, WHEREAS,the developer understands that in order to become a URA,the proposed project must also meet one of the optional criteria of the URCCM. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the front, commercially zoned portion of property at 3503 Lincoln Way as meeting one of the required criteria(underutilized) of the Urban Revitalization Commercial Criteria Matrix,with no commitment that the property will be approved as an Urban Revitalization Area is hereby approved.
