HomeMy WebLinkAbout~Master - 2008/09 CDBG Annual Action Plan Projects RESOLUTION NO.08-067 RESOLUTION APPROVING 2008/09 CDBG ANNUAL ACTION PLAN PROJECTS FOR THE CITY OF AMES,IOWA WHEREAS, in order to receive Community Development Block Grant(CDBG)funds,the City must submit a Consolidated Plan to the Department of Housing and Urban Development(HUD);and, WHEREAS,the Consolidated Plan is the planning document for the jurisdiction and requires detailed background information on the community derived from both census data and other comprehensive studies performed by the community;and, WHEREAS,the Plan must identify, over a five-year period,the goals and priorities to address the housing and community development needs of low-and moderate-income persons and the housing and community development needs of non-,low-and moderate-income persons; and, WHEREAS,the following goals and priorities were identified in its 2004-09 Consolidated Plan,and was submitted to and approved by HUD in August 2004,with funds being used for: 1)construction/acquisition/rehabilitation of affordable housing and support to homeowners,homebuyers,and renters to obtain and remain in affordable housing;2)a continuum ofnew or expanded housing and services targeted for homeless,transitional housing clients,and persons with special needs; 3)the increase or improvement of public facilities,infrastructure,and services;4)expansion opportunities by assisting with business development and by providing training and access to employment; and, 5)activities and services that meet the social,health,recreational,and educational needs of low-and moderate-income residents;and, WHEREAS,additionally,the Consolidated Plan requires that the City must develop an Annual Action Plan that outlines the program activities that will be undertaken to address or meet those goals and priorities;and, WHEREAS,the City has received official notification from HUD that it has been allocated$479,660 in CDBG funds for fiscal year beginning July 1,2008, and of this amount, $383,728 is available for programming and$95,932 is available for administrative expenses; and, WHEREAS,the attached table shows the proposed 2008-09 Annual Action Plan program activities,and breaks out the budget details for the proposed activities indicating that of the available $1,383,728 for programming and administration;and, WHEREAS,if the Council is in agreement with the 2008-09 proposed Action Plan Projects,the next steps would be to conduct a public forum to gain input from citizens on the proposed projects and then to prepare the Action Plan document;and, WHEREAS,the Plan must then be published for 15 days to allow for citizen input prior to a public hearing before the Ames City Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the 2008-09 proposed Annual Action Plan Program in connection with the City's Community Development Block Grant Program is hereby approved,and May 13,2008,is set as the date of public hearing.
