HomeMy WebLinkAbout~Master - Safety Development Services for FY 2007/08 RESOLUTION NO.07-433 RESOLUTION APPROVING SELECTION OF IOWA ASSOCIATION OF MUNICIPAL UTILITIES TO PROVIDE SAFETY DEVELOPMENT SERVICES FOR THE CITY OF AMES WHEREAS,the City has provided a comprehensive OSHA safety program to its employees for well over 20 years,and it has been internally staffed by the Risk Manager with specific program development and on-site training provided by various contracted vendors;and, WHEREAS, for the last three years, these services have been provided by the Iowa Association of Municipal Utilities (IAMU);and, WHEREAS,the City of Ames is involved in many services that make the interaction with OSHA very unique,and there is hardly an OSHA compliance standard that does not impact our departments;and, WHEREAS, additionally, the City has many internal departmental procedures in providing these services that require continuing development and updating,and it is an ongoing challenge to plan and carry out such a comprehensive program;and, WHEREAS,over the last year,the Human Resources Department staff began a comprehensive review of the City's safety program,and benchmarking with other entities in Iowa revealed that the City's safety program is the most comprehensive among our peer group;and, WHEREAS,this careful review also showed that additional efforts are still needed to achieve universal compliance with OSHA's comprehensive program and training guidelines;and, WHEREAS,in early January,staff and IAMU staff began a comprehensive review of existing literature and best practices in the area of program development and training,and in looking at the complexity of the program,it was decided to adopt a four-year plan to complete this entire project;and, WHEREAS,staff has worked closely with the IAMU to develop a detailed timeline for the completion of the project,and decision points have been identified for each program/process developed that will aid both staff and the IAMU to monitor progress; and, WHEREAS,staff is requested that standard Purchasing Policies be waived and an agreement for general services with the IAMU be granted;and, WHEREAS,the IAMU is not a single-source provider of these types of services, it is the most practical source, as it is familiar with all City operations,and employees have a very high regard for its subject matter expertise and program development; and, WHEREAS, given the complexity of this subject area, IAMU's involvement in developing the three-phased plan, and previous challenges identifying ways to address these areas,it seems appropriate to continue this working relationship over the next four years;and, WHEREAS,the proposed contract will cover fiscal year 2007/08, and staff will reevaluate the proposal yearly as to the progress of the IAMU in completing the requirements. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that the waiver of the Standard Purchasing Policy is hereby approved,and the Iowa Association of Municipal Utilities is selected to provide Safety Development Services for Fiscal Year 2007/08 in an amount not to exceed$125,491.
