HomeMy WebLinkAbout~Master - Planning and design contract for Aquatic Center RESOLUTION NO.07-403 RESOLUTION WAIVING PURCHASING POLICIES AND APPROVING CONTRACT FOR AQUATIC CENTER FOR THE CITY OF AMES WHEREAS,in the mid-1990s,the City solicited proposals for the development of recreation facilities,and, at that time,numerous proposals were received,but RDG Planning&Design was awarded a contract; and, WHEREAS,it subsequently has taken several studies,one failed bond issue in 2003,and a year-long study with the university and school district to bring us to the point of passing the July bond issue for the construction of an aquatic center; and, WHEREAS, throughout this 12-year process, RDG has provided professional services related to the recreation and aquatics center projects; and, WHEREAS, based on RDG's history with this project and its overall expertise in recreation facility development, staff now supports waiving the City's purchasing policy that requires solicitation of competitive proposals for professional services exceeding $50,000, and approving the proposed contract with RDG for the construction design and related services; and, WHEREAS, the cost for these services would be $718,000, and given the magnitude of this project, the uniqueness of the site,and the need to incorporate storm water infiltration areas throughout the overall site,this fee is appropriate; and, WHEREAS, the proposed scope of services has been negotiated with RDG Planning and Design, and it would provide the following services: civil, structural, mechanical, and electrical engineering and architectural services; landscape architecture; cost estimating; and, construction administration and management; and, WHEREAS, in the event the Council does not waive the requirement for solicitation of competitive proposals,it would take approximately six weeks to solicit and evaluate proposals,negotiate related fees,and award a contract; and, WHEREAS, an additional four to six weeks would be needed for a new firm to become knowledgeable about the various phases of the project that have already occurred and to develop its"conceptual plan", and these extensions in the project timeline could delay the opening of the pool until the summer of 2010. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that the waiver of purchasing policies is hereby approved, and a contract is awarded to RDG Planning and Design in the amount of$718,000 for the Aquatic Center design services.
