HomeMy WebLinkAbout~Master - Revisions to Purchasing Policies & Procedures RESOLUTION NO. 07-316 RESOLUTION APPROVING REVISIONS TO PURCHASING POLICIES AND PROCEDURES FOR THE CITY OF AMES WHEREAS, several changes to the City's purchasing policies and procedures are necessary to comply with changes to the Code of Iowa that will become effective July 1, 2007, and these changes amend Chapter 26 as well as other chapters that relate to public bidding; and, WHEREAS, changes are also proposed to the purchasing policies relating to contract change orders, and this policy designates levels of authority to approve change orders to contracts that are awarded by City Council; and, WHEREAS, the current policies require Council approval of every contract change order, regardless of amount, after a cumulative total of$25,000 in change orders on any one contract,and this can delay work on projects even for small changes; and, WHEREAS, the proposed revisions would increase the existing limits to cumulative amounts compatible with the limits for awarding contracts;therefore,the Council would approve change orders of$50,000 or more, or 20% of the original contract, whichever is less; and, WHEREAS, in addition, all contract change orders approved by department heads and the city manager would be reported to Council at each regular meeting in much the same way as the award of contracts from$25,000 to$50,000 have been reported,and this would result in all contract change orders being reported to the City Council rather than only those exceeding $25,000 or 20% of the original contract price. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,that the revisions to the City's Purchasing Policies and Procedures effective July 1, 2007, are hereby approved.
