RESOLUTION APPROVING REALLOCATION OF FUNDING FOR
AMES MUNICIPAL POOL
FOR THE CITY OF AMES
WHEREAS,during the summer of 2006,the City and School District retained a consulting team that included
a structural and mechanical engineer and a pool contractor, and this team completed an overall building assessment
of the Municipal Pool and then prepared a five-year Capital Improvement Plan(CIP); and,
WHEREAS,it was determined that approximately$815,000 needs to be invested into this facility during the
next five years to assure that the pool remains operational for an additional ten years; and,
WHEREAS, the City and the School District have a Joint Use Agreement governing both the day-to-day
operation of the pool as well as how Capital Improvements are administered, and this document calls for the cost of
capital projects to be shared 50150 with the District taking the lead in administering projects that cost$50,000 or less,
with the City assuming this role when a project exceeds$50,000; and,
WHEREAS, recently, Superintendent Beyea requested that the funding of 50150 included in the Joint Use
Agreement be modified for FY 2007/08 and FY 2008/09,as the School District would like to incur 100%of the capital
costs in FY 2007/08 totaling$185,000; and,
WHEREAS,the City would roll its 50%of the funding into FY 2008/09,thereby reducing the District's 50%
in year two of the CIP to $70,000,versus $192,500; and,
WHEREAS,over this two-year period of time,the District's total payment would remain at 50%; and,
WHEREAS,the basis ofthis request appears to be connected to the District's identified funding source,which
is the Physical Plant and Equipment Levy(PPEL); and,
WHEREAS,this levy expires in FY 2007/08 and must be approved by voters in the fall of 2007;therefore,
the District would like to reduce its required payment to$70,000(versus$192,500)when PPEL funds are uncertain;
and,
WHEREAS,because of the uncertainty of the PPEL funding,City staff expressed concern about the remaining
Municipal Pool projects reflected in the final three years of the CIP,but Superintendent Beyea emphasized to City staff
that the District is committed to providing 50%of the funding for all five years of the CIP.
NOW,THEREFORE,BE IT RESOLVED by the City Council ofthe City ofAmes,Iowa,that the request from
the Ames Community School District regarding the funding of projects at the Municipal Pool is hereby approved,
thereby amending the CIP to reflect the reallocation of the$92,500 appropriated in 2007/08 to the 2008/09 fiscal year.
