HomeMy WebLinkAbout~Master - Design alternative for 13th/Grand improvements RESOLUTION NO. 07-280 RESOLUTION APPROVING DESIGN ALTERNATIVE FOR U.S.HIGHWAY 69 INTERSECTION IMPROVEMENTS (13'H STREET/GRAND AVENUE) FOR THE CITY OF AMES WHEREAS,the Ames Area Metropolitan Planning Organization(AAMPO)Long Range Transportation Plan identifies U.S.Highway 69(Grand Avenue)and 13t"Street as an intersection that does not meet minimum performance criteria in present or future years; and, WHEREAS,improvements to the 13t"Street and Grand Avenue intersection have also been identified in the City of Ames' Capital Improvements Plan (CIP), and this project spans three fiscal years with planning, land acquisition and engineering, and construction; and, WHEREAS,during its meeting on March 27,2007,the Council approved a continuation of the engineering services agreement with WHKS &Company for the next phase in the planning process; and, WHEREAS, on May 10, staff mailed a notification letter to 84 properties in the project area long Grand Avenue and 13t' Street, and issued a press release to the general public requesting input for the selection of a conceptual design; and, WHEREAS,the public involvement meeting was held and began with a formal presentation of each conceptual design, with the purpose of that meeting being discussion of potential impacts of each concept and gathering input from affected residents; and, WHEREAS, once resident input was compiled, WHKS & Company generated a recommendation using a decision matrix that compared the advantages and disadvantages of each concept (Concept #1: equal widening; Concept#2: east widening; Concept#3: roundabout); and, WHEREAS, WHKS & Company recommends Concept #1, the signalized option with equal widening on Grand Avenue, as the alternative that would best suit this location and the City-wide transportation network as a whole; and, WHEREAS, this alternative provides safety benefits to non-motorists modes of travel as well as ensuring priority for emergency vehicles,and this concept would achieve a solution that provides improved traffic flow along U.S. 69/Grand Avenue. NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that Concept#1, the construction of dedicated left turn lanes at all four approaches,with equal widening on U.S. Highway 69/Grand Avenue at 13t'Street, is hereby approved.
