RESOLUTION AWARDING EMERGENCY CONTRACT
IN CONNECTION WITH DROP-OFF SITE
FOR STORM DAMAGE DEBRIS
FOR THE CITY OF AMES
WHEREAS,as reported to the City Council on March 27,2007,the City Manager suspended burning of storm
debris at the East 13`h Street site on March 26,2007,and it was determined that a yard waste contractor would take the
remaining storm debris,dispose of same,and the East 13`h Street would be cleaned up; and,
WHEREAS,on March 28,2007,representatives of the Federal Emergency Management Agency(FEMA),the
Iowa Department of Transportation(IDOT), and the Public Works Department measured the material at the East 13`h
Street site, including chips, ashes, and debris; and,
WHEREAS,USING FEMA calculations,this data was used to determine that an estimated quantity of 5,000
cubic yards of debris remains to be collected, and 5,200 cubic yards of debris is located at the East 13`h Street site and
requires reduction and/or removal; and,
WHEREAS,in the event of an emergency situation,the City's purchasing policies allow for award of a contract
over$50,000 without prior Council approval in order to prevent delays that would affect the continuation of services to
citizens; and,
WHEREAS,following the policies and FEMA procurement guidelines,written bids were solicited from local
yard waste contractors to operate a temporary site for deposit of storm damage and disposal of that debris at a unit price
per cubic yard; and,
WHEREAS,the bid also required a lump sum bid for clean-up at the East 13"'Street site to include reduction
and removal of the loose debris and chipping and removal of other remaining debris; and,
WHEREAS, two bids were received on March 29, 2007, and in accordance with the City's emergency
purchasing policy, a contract was awarded to Steenhoek Environmental,the low bidder; and,
WHEREAS,Steenhoek Environmental began providing services to the public on April 2,2007,as called for in
the contract; and,
WHEREAS,the total cost of the work included in this contract is$65,550.00,and costs will be expensed to the
general fund and will be submitted to FEMA for reimbursement.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that the emergency
contract to Steenhoek Environmental of Ames, Iowa, to furnish and maintain a drop-off site for storm damage debris
through April 22,2007,and to clean up the existing site at East 13`h Street, all for a total estimated contract amount of
$65,550.00.
