RESOLUTION APPROVING AMENDED AGREEMENT WITH
STORY COUNTY FOR JAIL HOUSING OF CITY ARRESTEES
FOR THE CITY OF AMES
WHEREAS, since 2005, the Police Department has worked with officials from Story County
under an agreement to transport all arrestees directly to the Story County j ail where they are housed until
their initial court appearance; and,
WHEREAS,after extensive evaluation,this experiment was deemed a success and continues to
be something all parties desire to continue; and,
WHEREAS,the Code of Iowa requires counties to bear the cost of all persons arrested on state
charges,regardless of which agency makes the arrest,and, in contrast,cities are responsible to bear the
incarceration and medical cost for anyone arrested on a violation of a municipal ordinance; and,
WHEREAS, in the jail agreement approved by the Council in September 2005, a cost escalator
was created using the State and Local Government Price Index for Domestic Growth (GPI); and,
WHEREAS,City staff is proposing that the j ail agreement be amended to use a more universally
available inflation rate based on the Consumer Price Index (CPI); and,
WHEREAS, specifically, the cost is proposed to be adjusted using the methodology
recommended by the U.S. Department of Labor's Bureau of Labor Statistics; and,
WHEREAS,this would adjust the rate from the original$50 per prisoner reimbursement rate to
a new rate of$52.07 per prisoner for the current fiscal year; and,
WHEREAS,the agreement has been amended to update this arrangement using the CPI as a cost
escalator, and other minor housekeeping changes have also been made.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that
the amended agreement with Story County for jail housing of City arrestees is hereby approved.
